A writer in the current North American Revime appears to think that an array of immi- ration statistics which he bas orranged con- veniently to sapport his theory, completel: @rerthrows the essential facts of American his- tory as heretofore recognized in this country and elsewhere. He contends tha: because England bas furnished levs than one-tentir of | the immygration since 1820, not counting Cana- dians and Scotch, and becanse he seems to find to hie own satisfaction at least that at the pres- ext moment the most liberal estimate could ‘Bot allow more than 18,000,000 of Anglo-Saxon Blood in the country. that American statesmen like Mr. Llaine and English historians like Dr. Freeman are decidedly “off” when they differ- entiate the two Americas by calling one Spanish and the other Anglo-Saxon. Now @ theory of our history and our social ex- istence which is in the teeth of the authorities is interceting if supported by a few facts and weil re.soned out. The figures presented fn the North American are not new nor are the €onelusions original. There has been a dis- position in certain quarters over si: migration statistics showed a great access of @ther foreign elements over those purely An- gio-Saxon, to treat the present United States as something racially and otherwise different from the former United States. The dificulty bas consisted in getting the well-informed descend- ents of these uther elements of our late im- migration to blink the obvious facts in the ease. Thoy sco all aronnd them an Anglo- faxon civilization or what is ersentially one at its ase,—constitution, laws, customs, speech, largely manners, in fact a civilization distinctive. The true American fs very proud of the foreign increment asa whole. It is one of the best clements of the federal republic—it ia the pillar in one of two states, and in many municipalities, But Amer- feanism is, ax it was, Anglo-Saxon at root and in ewence. It will strotch the imagination to conceive of itas anything else. Every modi- fication of that Americanism up to a recent @ate certainly bas merely improved on the original idea. The facts of history are stronger than the prejudices of individuals. ‘The Amer- ican of the second or any later generation is to ® certain well mnderstood ; extent and no farther—an Englishman, but he is an English- man in America—an Englishman in civiliza- tion with wide modifications, and he looks not to England but to his own land for inspira- tion. ~~~ 0 It is a fact, not perhaps generally known, that the leading institution for the education of the den’, damb and blind in the world is right here in Washington. The approaching visit of its head. Dr. Gallandet, to the Glasgow congress in aid of a movement in Great Britain to provide a national system of education for ‘these unfortunates is in the line of his efforts to exten! the benefits of education to one of the most interesting of all classes of physically affficted persons. That Great Britain, so for- ward in many respects to promote humane ob- jects, should have been so far bebin«d her oldest daughter is quite remarkable. The national institute ut Kendall Green has been foremost of all similar schools in stimulating the education of mutes and blind in3foreign lands, and it is a fact vastly to the credit of this young country. ~~ +e Tennessee may need many things, but she an hardly need anything more than a consti- ‘tution that will let peace and order be preserved while the legisiature is in vacation. She seems to need people, too, who will not resist bad laws, but let them execute themselves out of existence.
