4 “THE EVENING STAR. WASHINGTON: s fm the city. As a local sareneans Medinu it bas ne competitor. ——SsSS According to the report of Col. Elliot. en- gineer in charge of the water supply of Wash- ington, the amount of water consumed and ‘wasted in the city and Georgetown in the cen- sus year of 1890 was 180 gallons per capita per day. The estimate is probably out of the way the ease of other cities of the country and in Europe, where consumption and waste of water de not often —im Europe only once — ex- ing of the dam two and « half feet at the Great Falls would give all the water of an improved quality that might be desired. In the connection with the waste and consump- tion he recommends, however, that the work of clevuting the dam might be postponed iff the prevent limited application of the meter aystem was extended so as to increase the rates to hotele, breweries, factories, livery stables or wherever great amounts of water in use turna money profit The value of this idea appears im a moment when it is seen that such increase of rates will enable a corresponding reduction of rates to the average consumer as wellas tend te postpone the raising of the dam at the Great Falls. This is « matter of the first importance te the citizens of Washington and to the gov- erament and Col Elliot's efforts to secure ‘clearer aad better water merit attention at the hands of Congress. He favors, as he did last year, an widitional settling basin and be rec- ‘ommends for this purpose the use of the old receiving reservoir, now unused. By deepen- ing the reservoir so as to increase its capacity from 170,000,000 gallons to about 290,000,000 gallons, the coolness and purity of the water as ‘weil as its quantity will be improved. A city's water supply might be said to be her physical life. Weshington is the nation’s capital and her physical life is therefore of moment to the entire repabliec. ~~ While the copyright act seems destined to a measure of success it may require amendment im certain particulars. It is pointed out by several lawyers that the aet will apply, through some defect in its draft, only to publications in the English language and that the foreign au- thors other than English will receive no ad- vantage. Neither could the American author, if this coxstrnetion be true, prevent the intro duction into this country of copies of bis own works printed in other languages. The diffi- culty lies im reconciling the copyright act with exceptions included in a paragraph of the Mc- Kinley tariff act; the provisions of the two acts, im the opinion of some lawyers and others, not agreeing with the view of those who framed and secured the law and desire to see it go into effect. —__+=___— ‘There iss pathetic touch that goes to the core ofjthe world’s heart in that little exchange Gf sympathies between Spurgeon and Glad- stone, for the world, knowing. the men as it does, feels the truth of the message scrawled on his sick bed by the great preacher to the great statesman: “Your's is a word of love such as those only write who have been into ‘the King’s country and seen much of His face.” $s ‘Sir William Vernon Harcourt is looming up speaker.
