Whenever there was a council or any gathering together of Indians there you could find the lieutenant and bis interpreter. The Sioux commission has brought to the agency a great many of the chiets and headmen and in each instance the recruiting officer has done more than the most exacting taskmaster could ask. Three months lieutenant narrowly escaped crippling for life, having stepped on a long rail which stood business end up. Disabled as he thus was Lieut. Today the general departed, besring with him a large quantity of usefal in- formation of that character which dishonest coutractors snd inspectors will wish he knew not of. The general came to acquaint himself with the true conditioa of affairs; to inspect stores of all kinds; to see whether ‘the Indiens getting the goods which the specifications came to this agency Gen. Bussey bad | arrived, expressed a desire to meet him incoun- Gil, so that they might fill him up with what they believed to be justand reasonable com- plaints. Their request was acceded to and then came the council and a consequent string of grievances that had in many instances good | sold foundation. First among the matters id | h they brought up was thatof clothing. The question of clothes is, in the minds of the ‘Ogalallas, the serious disturbing cause today, aud if trouble should arise here it will be Le: | 4 éause the Ogslallas believe they have been far from fairly dealt with in this regard. At the counc:l, which lasted nearly all day, the gre Portion of the time was devoted to a debate on ¢lothing. One Indian threw at the general's feet a bundle of things which had been issued to him at the last distribution of annuity good and as he let them fall he said: “Look at these clothes which the Great Father gives us to civilize us.” Another Indian said: “it a white man in your country wore a suit of clothes like those you would want to get out of his way; you would not associate with him.” Still another one, pointing contemptuously at the little heap of ‘canvas ga that is the best you can do. and if each si clothes costs you 50 cents. why don't you us the half dollar and keep the cloth Road explained the absence of a great many of the Indians by stating that most of them were se poorly clad that they were ashamed to mect any decent white man. Objection was made to the appearance of the canvas suits; they lacked all esthetic features, and the Indian has but littie use for garments that are wholly withont decorative quality. What they needed was woolen clothing, and althongh that might seem to some an unreasonable request, it should not be forgotten that in a treaty made between the United States and the Sioux in 1876 es- pecial provision was made for woolen gar- nents. In the matter of shoes a decided reform was asked for. The rectangular shoes supplied the Indian are almost valueless; they never were worth much enyhow. An Indian's foot is straight on the inside and curved cn the out- side, yet the -oes supplied thisand every other agency in the country look as though they had deen lasted on bricks of irregular, angular and decidedly unyielding shape. Strangely enough several of the speakers said they seriously ob- jected to the copper nails at present such con- spicuous portions of the shoe soles. These nails habitually protrude through the upper surface of the sole and are the cause of con- siderable discomfort to the four or five Indians » |v 0 L | allow the Interior | ¢° men should enlist.
