The Old Soldier Who, It is Alleged, Assaulted Mis Daughter. David Edwards, the old soldier who is charged with a felonious assault on his fourteen- year-olddaughter, alleged to have been com- mitted at his home near Dickervon’sa few days ago, as published in Tue Srar at the time, taken to Rockville yesterday and lodged in jail. Edwards, as heretofore stated, is about sixty years old and lives near Dickerson’s with his several children. The mayor has no appointing power except to fill vacan- cies until the city councils meets. Bome extrp officials, however, as the sexton of the public burial ground, the special policeman at the fish wharf, &e., have tofore, by custom, been selected by the mayor. The city council has the power to elect the captain and the lieuten- ant of police, with the members of the police force and the ready men or substitutes, the city surveyor, the weigher of hay, the keeper of the alms house, the keeper of the town clock, the dispenser of medicine, the phy- sician to the poor, the health officer and the board of health, &c. The city council will meet next Tuesday night and will then arrange for the election of these officers.
