As a local Ni 'S paper and Advertising Mediam it has no competitor. ee The need of army reorganization has long been maintained by officers of the army. Many suggestions to this effect bave been made by the general commanding in his annual reports, and very many bills have been introduced to embody his and other plans looking to reor- ganization. Some of these having provided for an enlargement of the army, and Congress and apparently the public being averse to an increase of expense, if not to the principle of a large standing army, these measures have always failed. “It is all the more necessary, therefore,” observes an officer writing for the United Sercwce, “that our little army should be kept up to its maximum state of efficiency.” This officer is wise in contending that reorgnization must be songht on new lines if «ought at all. The reason for the disinelination of Congress to spend more money is the number of necessary objects for appropriations, first among which is the enor- mous pensiou list. Then come the creation of a navy and the provision for constantly widen- ing river and harbor improvements, to say nothing of the long-delayed coast defense. Any measnre of reorganization involves of ne- | cessity the question of promotion. ‘The reduc- tion of the force of the army since the war has s0 affected promotions that a volunteer colone! | of 1865, a man who served with distinction in that contest and has served since for twenty- six years, most of the latter service peformed on the frontier, may be now only « licutenant, | while four-fifths of the captains of artillery and | infantry were commismone:! officers in the war | for the Union. All reorgunization to be ef- fective should be for the general and perma nent good of the service. The details belong to those in the army and the civil goverument who have experienc —— ‘The Iowa democratic convention at Ottumwa today nominates candidates for governor, lieutenant governor, judge of the supreme court, railway commissioner an’ superintend- ent of public instruction. ‘The renomination of Gov. Horace Loies, the only democratic governor of that state in an age, is a matter of course. There is some talk of putting him on the track to run for either President or Vice President im 18% So far the dem- ocrats have resized something by their victory in 1889 on account of the farmers’ movement and the prohibition question. But their plurality of 6.523 on governor in 1889 was wiped out ania republican plurality of 3,666 substituted on secretary of state in 1800. The people's party has nominated a ticket, and the question is whether it will teke from the dem- ocrats some of the strength they would other- wise get, or will draw chiefly from the republican farmers inthe alliance. Gov. Boies’ personal popularity nnd oftcial rectitude will do much to give the democrats control of the state this your, but the republicans, having so much at stake, will strain every nerve for success. The issue is doubtful. sis oe The publication by the British government of the correspondence between the United States and Great Lritain on the subject of reciprocity recalls the postponed conference to be held im this city on the 12th of next October. The correspondence showed that Mr. Blaine’s stipulation of secrecy was violated by the Cana- dian conferees. ‘This government only con- sented to a private conference, but for the pur- poses of the elections in Cauada Sir John Mac- onald and Sir Charles Tupper gave publicity ‘tw the arrangement. = oe The collision between the steamers City of Washington and the Sumuel J. Pents Monday evening will end steamboat raciug on the Po- tomac, and fortunately without loss of life or material injury to any one. It was the merest chance that « frightful accident was not the result of this folly of steamboat officers, and they should be thankful that they have nothing to answer for except a violation of a law re- garding navigation. 2 — Charleston has no reason younger than August. 1886, for shivering over a light earth- quake shock, but Charleston's memory is not so short as to require reireshing on matters ‘that affected her so vitally less than five years ago.
