The lection there this fall fs the more important because to one party, the one holding power, it means both prestige and patronage; to the other, so long in power, it means existence. The republicans have held their state convention, which wasan en- thasiastic affair. They have nominated a strong ticket, its head the principal author of the present tariff. Their action forces the fighting there and elsewhere on the great economic issue which has divided the two parties and the country for years. The candidacy of Maj. McKinley ix significant for this fact, if for no otier. But the candvlate is and the campaign ons Le a national event even if its leaders were less itoportaut than they are. Gor. © pheil is a rising young democrat whose position on the tariff question is not the feature, by any means, of his now apparently certain candidacy asecond time for the gov- ernorship. Whatever he and the Obio demo- crate generally may have believed or taught a few years ago, be and they now maintain the common views of their party. ‘The democrats are perhaps wise in waiting to open the campaign until the plans of their enemy begin to be manifest. In any event they will have time enongh in which to arrange nul possibly to harmonize any tional differences that can be harmonized at all The breach has been a wide cne and it is not probable that it will be entirely healed. But democrats rely on the discontents of the farmers and workingmen’s ussoviations for sue- cess. The republicans hope to replace their Josses from thexe sources and count on tle sore- heads of the other party for aid in this direction. Meantime the democrats are trying to see whether they can hold the Farmers’ Alliance in the south without sacrificing the tariff as a principal issue, and the republicans are secking | in Minnesota and perbaps elsewhere in the northwest to keep the low tariff men in the party by means of club organizations. Mean- time both parties are bothere:t with the prob- lem how to concihate the farmers without an- tagonizing the business men of the country. ‘This is going to be a busy year for the poli cians. ee The row at St. Louis between American and Italian laborers would give rie to another diplomatic tilt with Italy were it not for one or two considerations. First, the local authorities are hot on the trail of the alleged offenders ard have already made some ayests. Next, if this were not so, dealing with a small part of acommanity isa very different thing from dealing with the whole of a community. The chief lesson to be learned from the unfortunate affair is the increased necessity for a law to re- strain still further the immigration of laborers mnder contract or contemplating contract im- mediately on arrival. pal ee This year is memorable for the number of important conventions already held and yet to be held at the national capital.
