A matter of considerable interest was brought to the attention of the achooi board last even- ing in a communication presented by Trustee Cornish, who represents the colored divisions of the public schools. In this paper it was stated that under the rnies of the board and the orders of the District Commissioners the to fill vacancies in the corps of teachers. ‘The Braduates of the school next in order to the succeeding fiscal year are first eligible for ap- pointment. CRANE SAYS. ‘The Charges of Street Sweeping Frauds, To the Editor of The Evening Star: ‘Tux Stan of the 3d instant contains the fol- lowing under the head of “‘A collapse of: the charges against Health Ofticer Townshend”: “*The charges relating to street sweeping frauds Mr. Gladmon testified he knew nothing of personality, but they were given to him by Mr. Crane. Itis due to all concerned that I now state how I came to be interested in this street sweep- ing business, The President having stated, soon after bis inauguration, to a delegation of six prominent citizens, that he was satisfied there was something wrong in our District gov- ernment, and thatit was his intention toreorgan- ize it from its foundation, 1t was believed that many changes would be made in the persounel of the District offices and a fair share of those offices given to republicans, the democrats then having, as they have than three-fourths of the best ious. My name having been presented to the Presi- dent indorsed by 1,000 prominent citizens re} resenting every part of the District for the ition now held by Mr. Douglass, I was ap- pealed toto urge upon the Commissioners a change in many of the Distriet offices, which I did. “I was met by the answer that no changes could be made except for cause. “Show us a man,” suid both Mr. Douglass and Mr. Hine, “that is guilty of fraud or incompetency and be shall be removed at once, it matters jot what his polities may be. He offered a resolution “that vacancy in the teachers’ corps by resignation brought about by the payment of money by normal graduate to the teacher resigning in order to obtain the position thus vacated shall be deemed a violation of the rules of this board and shall disqualify the normal graduate #0 offend- ing for appointment to # position as teacher, and also the teacher encouraging the same by receiving compensation shall not be allowed to resign, but be dismissed.” Mr. Cornish stated in explanation that he had no specific instance in mind, but he had heard that such things were done and he deemed it of sufficient importance to bring the matter to the attention of the board. ‘This practice, if it existed us alleged, was an effort on the part of normal graduates who had not received ap- pointments to secure them before the members of the next graduating class became available for appointment, as the Istter had a prior right fo appointment.” The resolution wus referred to the committee on rules. AGAINST EXTENDED LEAVES OF ABSENCE. Another resolution was offered by Mr. Cornish, which was also referred to the com- mittee on rules. It set forth that in view of the law providing for aepecific number of teachers and a definite appropriation for their salaries, it is inexpedient to grant extended leaves of absence to teachers without pay, yet holding them in service. The resolution, there- fore, went on to provide that teachers slall not be granted leave of absence without pay for the purpose of engaging in other employment, and that no longer leave than three months shall_ be granted exeept in case of sickness of the teacher or the pursuit of some branch of education for the good of the school A MEDICAL SCHOLARSHIP OFFERED. A communication read from Dr. ©. B. Purvis offering a scholarship in the medical department of Howard University toa grad- uate of the High School receiving the highest mark for proficiency.
