It began before Independence. Jane 24, 1778, the Continental Congress re- solved “That all persons abiding in any of the United Colonies, and deriving protection from ‘the laws of the same, owe allegiance to the said Jaws, and are merabers of such colony.” Tho Articles of Confederation which went into ef- fect in March, 1781, left jurisdiction over this subject to the several staten. Thus the matter continued until the adoption of the Constitu- tion gave Congress power to establish a uni- form role of naturalization. Ain net was passed by the First Congress, in 1790, requiring two years’ residence before a foreigner could be- come « citizen. This time was extended, . in 1795, to five, and in 1798—in the midst of the excitement of parties over preferences for France or England—to fourteen years. That was perhaps the wrong time to adopt a measnre of the kind, bat the measure, if adopted in the beginning, might have been a prudent one. In 1602 under Jefferson the present limit of five years was adopted. The law of 1802 required at teast three years’ residence before « declaration on csth of purpose to become a citizen of the United States and to renounce allegiance to any foreign prince or state could be filed. ‘This was changed to two years in 1824. Various laws have since been enacted, mostly extending the benefits of carly naturalization to certain classes of persons. But the act of 1482 ex- cluded expressly the Chinese from naturaliza- tion, The great defect of our naturalization laws is their lack of uniformity in oper- ation, Congress may make « aniform rele of nataralization, but 0 long as the magistrate who administers the Jaw may or may not be a federal official there is going to be great uncertainty in the admin- futration. There have becn glaring frauds perpetrated. Then, too, » system so little uniform as to permit a man to vote on bis landing from the emigrant ship, as in Louis- fana, while other states adhere to the spirit of the Constitution and require at least two years’ residence before voting needs overhauling somewhere. A longer residence with more Tigorous demands as to certificates and rogis- tration, seems indispensab! oe Among the most picturesque features of the middle ages were the religious fighting orders. It remains for the last decade of the 19th century to see a revival of these chivalrous exploits, or at least a revival of the preparations for them. It is contended, in justitication of Lavigerie’s scheme, that different methods of Civilization are required for different races of people. Whatever view may be taken of his feligions scheme his efforts to restore North Africa to the prosperous condition of late pagan and early Christian eras are undoubtedly worthy of all praise. Should he meet with even a measure of suecess soon his stations in the desert, planted on the oases and blooming with the fertility of ancient times restored, may become centers of hope and energy. - as The great vice of the day, instigator of other prevalent vices, is gambling. Under this head {a included not only mere guming for pleasure by the use of dice, cards and wheels, but gam- ing such as characterizes so large a part of the business of the preseut day.
