THE EVENING STAR has the fullest Local Cirealation of any Newspaper in the World, and as an Advertising Medium t worth more than all the other papers published in Washington. the drawback in other free countries, has been indolent thinking by the people, and immature views, the result of indolent thinking. The mass is honest aud it always means well when it is sure what it means The difficulty for it bas ever been to concentrate thought Jong enough to understand the bearing of things. For instance, the people at large see that the tendency is to develop the riches of soil, air and stream ia such fashion as gives or is likely to give more parts of the prosperity arising from the development to one portion of the population than to theother. Some people fancy that this inequality can be remedied most certainly and most speedily by legislation and, as legislation is done in a republic by parties, that the proper thing is to either force one of the existing parties to legislate more distinctly in the supposed popular intorest or, if that be unattainable, to make @ new party. Since free thought aroso many minds have sought a panacea for the ills of life in legislation, for- wetting that no physician administers the same medicine for every human malady. There aro some evils that legislative action only serves to aggravate. But fortunately unlike many cases in pathology, the student of affairs knows that quackery in such @ government as ours never kills, that somehow, after much perplexity and stumbling around in the dark, trying to find fast the right remedy, the patient either gets well without any or finds one that is not labeled: “be it enacted,” &c. The Furmers’ Alli- ance and the labor societies connected with it in the industrial movement of today have some admirable purposes in view and their procedure may not be contemned by wise men of the two old parties. Nevertheless it is per- fectly apparent to the impartial thinker that the industrial train never can run on the schedule made for it, though the train may somehow, at some time, and in some condition reach its destination. Part of the rolling stock is in good condition, and it is also evident to those who use their eyes rather than their prejudices that the track is not out of order all the way. ~——~»-+-e-_____ Sir John Macdonald has been long the most Picturesque character in British American politics. His downright loyal toryism is a notable feature of Canadian political his- tory. A man of great resources, he has been more feared and watched by. leaders of the liberal school than all others com- bined. Indeed, his intellectualify as a poli- tician is not overrated by even his warmest a wirers. It isa singular thing to those who do not understand the Scottish people's charac- teristies that some of the most eminent defend- ers of the tory principles and some of the stur- diest public setvants of England have been of that nation which was so crnelly handled at and after Culloden. But the Scoteb highlander fights with determined loyalty on the side to which he is pledged. When he became loyal to the House of Hanover, after loyalty to the Honse of Stewart was no longer possible, he simply transferred his convictions of duty from one object to another, the obligation being as strong to him in the latter asin the former ease. Sir John Macdonald, as the great tory Jeader of America, leaves no successor who can fill his shoes. His political shrewdness, unfet- tered by any nice scruples, and his hold on the people were marvelous. The chief claim of Sir Jobn to a high place in history is his secur- ing the federation of the colonies known as the Dominion of Canada The people of the re- public are chiefly interested in knowing the effect at this time of the premier’s death upon pending questions Letween this country and Canada and the further effect of his demise upon the politics of Canada, 40 fur as they are concerned with the politics and economics of the United States. ee The insurgent newspapers in Chili bewail the action of the United States in the Itata matter and are indignant because this country does not sympathize openly with their cause and assist them in their fight by returning at once the arms and ammunition on the Itata. If the United States sided with ali of the insurgents south of the Rio Grande, ani established their cause, the insurgent business ia that part of the world would be carried on to painful excess and there would be such a rapidly rotary stvie of government in progress as would make the whole world’s head swim. Any government is better than no government.
