The National Union Conference at Cincinnati Called to Order. OPPOSITION 70 A NEW PARTY. Affairs in Portugal in a Critical Condi A TRAGEDY IN LIVERPOOL. MEN OF MANY MINDS, Nondescript Character of the Political Re- formers’ Conference. Special Staff Dispatch to The Evening Star. Crscrxxati, May 19.—The nondescript char- acter of the political reformers’ conference becomes more and more apparent as they attempt to group their conflicting opinions into some coherent purposes. They are slow in getting an organization and they are spread- ing out over the whole broad field of speculative and spectacular reform. No attempt was made to get the convention formally organized until late this afternoon, and it looks like trying to combine all the repellant elements of nature to bring them down to any one point of agree- ment except that there must be a third party at some time. The meeting has none of the elements of im- portance that were expected to be found in it, except in a negative way. If they do nothing it means that the third party move- ment is serious and formidable. Any action they may take toward starting a third party will have a tendency to retard or detract from the importance of the movement. It is a con- vention of individuals without authorization or community of purpose. A LARGE ATTENDANCE. ‘The Convention Called to Order in Cincia- mati This Afternoon. Creormxati, Onto, May 19—The national ‘union conference of representatives of the various Farmers’ Alliances and industrial or- Hall by Capt. C. A. Powers of Terre Haute, Ind. The ball has a erating capacity of 4,000,.but the crowd of delegates and outuders who had been attracted by the interest in the event was large enough to fill every portion of the structure. Charles Cunningham of Arkansas was chosen as temporary chairman. This was occupied with perfecting state taons. In nearly every case issue ‘was made between the third party men to the antis and the indications are that the former will have control of the convention. The mem- bers of the Reform Press Association, repre- senting over 100 labor papers in different Bert ot the country, hel ‘another mecting morning and decided to hereafter issue of auniform size, and to provide for ublication of speciaily — ter in sh, German Norwegian general distibatice ix the agricalturalsrd labor centers. Special attention is also to be given to cartoons attacking the old politcal parties, A GLANCE OVER THE SCENE. ‘The opening day of the much-talked-of com ference is blessed with mild temperature, less tryingto the delegates from warmer climes, whe bore with them the signs of summer in straw hats and light clothing, than the frosty air of the past few days. The weather-stained farmers, who make up the greater por- tion of the delegates, make picturesque figures in the throngs on the sidewaiks and hotel lob- dies. The calm before the storm was found everywhere this morning as the last are ll who in every affair of thie Kind” have the “mgacity. to" know how. to vet in motion the machinery for the production of desired results. There is no doubt that much brain work of this kind has been done here, and there are those who assert thet not only’ are the different re trying to manage interests of their own, but that both the great leading parties of uatry are awake to the necessity of making the wrath of these malcon- tents redound to the success of the old parties. SECRET Wo! Of course no specifications can be now given, in support of this theory. It is secret work that would die from publicity. But there are whisperings that the secret work is going om and itis not hard to discover that amo the diverse elements here represen that there are unmistakable efforts to bridge over the chasm in such that neither side «bali suffer a dimdvantage. It 4s more and more apparent that the work of the conference is of great magnitude and difficulty. Whether this shali appear in the public ceedings or not depends on the skillfulness With which these sagacious managers perforin their preliminary tasks. Lisnox, May 19.—An outbrenk has been barely averted by the payment of arrears to the troops of the garrison, who have been showing signs of discontent and incipient mutiny. King Charles himself advanced money for the payment of the palace guards and employes out of his own private purse, and Queen Amelia did the same for the females of the royal household. Considerable excitement was caused in Lis bon last evening bya report that the king and queen had started incognito for Madrid.
