4 THE EVENING STAR. WASHINGTON: TURSDAY...... < ° April 21, 1991. Caosny Ss. NOYES. TRE EVENING STAR Ctrealation of and ae am Advertising Medium ts worth more than all the ether papers published ta Washington. ————— One by one the rectprocity conventions that were arranged for in the McKinley tariff act, and whieh it has been the care of the adminis tration to conclude so far as this republic eould conclade them, are maturing as fast as time ‘and ciroumstances permit. The Spanish con- vention touching Cuban and American prod- ets, after considerabie discussion of details, is aunounced. Not to recite here the particulars of the agreement it suffices to say that Spain Fields to us, so far as the Spanish West Indies are concerned, her trade in flour, bean olives—practically « monopoly in these arti- elee—in exchange for the privilege of a free market here for her Antilles sugar, molasses, coffee, hides and « reduction of the tea duty. It may be that the Spanish manufacturers of flour, prodrcers of the other articles affected and exporters of all these products from the mother country will kick with exceeding vigor; indeed. they murmured at the first hint of the proposed agreement, but what does the Ameri- can manufacturer, producer and exporter care for their kicking? And as to the Spanish gov- ernment it was a choice between alienating the Spanish Weat Indies or offending interested but not dominant clases of individuals at home. Who will say that Premier Canovas del Castillo did not make valnable, nay neces- sary, concessions to the unity and welfare of the Spanish monarchy? On the American side Seoretary Blaine an! Special Commissioner Foster of the State Department deserve com- meadation for their zeai, promptness and abil- ity in concluding the affair on a basis satisfac- tory to American interests. ee The fact that the Shoreham accident by good fortune escaped being «terrible tragedy does not relieve the oceurrence from serious consid- eration and cviticivm. It should have been im- possible for the fall to have bappenc heavy weight of responmbility is placed upon those who ean justly be beld ntable for it, though happily the stain vished does not rest upon them. The publie whom this dan- ger menaced demand rigid investigation, that the conditions which pinced them in peril may be avoided or prohibited hereafter. A penny- wise pound-foolish plan of building which substitutes for iron girders or other effective supporta of a floor wood, liable to rot, then piles upon this wood = heavy weight of tiling, = and #0 arranges wood, plaster and tiles that mois! ure, to basten the rotting, it be at short in~ tervals supplied, is thoroughly discreditable to everybody responsible far it. If there is any other reasonable ex»lanation of the fall than that which has been indicated, the public would like toknow it. If there is no other, Washington will be thankful that it escaped so lightly, and the local community will be inclined to con- gratulate itself that no portion of the burden of responsibility in the case reste upon any lo- cal architect. sat Aineerlaccs For a city with vo large and widely scattered a population and so few appliances, compar tively speaking, for extinguishing fires, Wash- ington bas been singularly free from great con- flagrations It is duc to the efficiency of the existing corps, to the intelligenee of the prop- erty and house holders and in no sunall meas ure to the width and regularity of the streets and the excellence of the pav Bat imma- nity cannot be expected to be perpetual even With a continuance of these conditions when the safeguerds thrown around the city are constantly decreased by the rapidly increasing number of buildings to be protected. The growth of the capital is a most gratifying fact, but an examination of resources of protection affords no adequate sense of security to resi- dents and owners of property. There ought to be many mors fire engines than eight—the present numier—and certainly two trucks are not sufficient far acity of 290.060 population. Neither the nation nor the people af the city ean afford to leave the capital thus unprotected. = -o Prosident Harrison of the United States and President Diaz of Mexico cannot see each other now or at any other time while they are occupants of the high office they hold. ‘The El Paso meeting today, therefore, is simply an interchange of international courtesy and amity between this President and a state governor representing the other. Mr. Diaz does not care to violate the Mexican eonstitu- tion and Mr, Harrison is advised that thero is doubt whether if he leaves United States soil he can exercise thereon, constitutionally, on his return, the functious of Chief Executive. ‘These be§hair-drawn quest: but wisdom dictates that officials of ail grades keep well within the law. soe The Republican League, meeting in Cinein- nati today, has been notified by ex-Cougress- man Niedringhaus of St. Louis that he will send over for distribution 1,300 souvenirs of the new Americ: justry.
