Ex-Minister Smyth’s Plain Talk at an Eman- ctpation Meeting. * ‘WE SAYS THE NEGRO WILL ALWAYS BE A NEGRO AND MUST ADVANCE ON HIS OWN LINES—UN- FASHIONABLE AMONG COLORED PROPLE TO ‘HAVE 4 BLACK FACE. In the emancipation day oration delivered at the meeting in the Vermont Avenue Baptist Church last evening Mr. John H. Smyth, ex- United States minister to Liberia,departed con- siderably from the beaten track followed by srators on such oceasions. “You were negroes before you became American citizens,” be said during the course of his oration, “and you will continue negroes. First a rac¢, then # part of a nation, negroes Americans and now negro-Amer- icans. ‘This is elevation for us. This is growth for the whites, progress for all. ‘Honor thy father and thy mother that thy days may be Yong upon the land which the Lord thy God giveth thee.’ This injunctive and di- rectory thought teaches the lesson of the preservation of the race, the continuity and ytuity of the species.” As the mother was, the daughter aud wife be; as the father so shail the son and husband be. As God man so must he, if the divine benedic- tiou shall come to him, remain. Education as reovived by the negro in this country seems to impress him with the idea that be must be other than God made him. The greatness of another race by which the negro is here en- vironed seems to teach the lesson daily that he mast advance, if he advance at all, on other than his own race lines. This is falso in theory and worse than false in practice. So belittling ta this lesson that not only fs the belief current amoog many colored people of intelligence, but ‘even some biack men and women, whose mental Vision is otherwise clear, seem to be defective om this point We see daily advertisements of various devices for straightening the hair and bleaching the complexion. Considera- tion is being shown in the school room and in the churches because of the color of the skin and the texture of the hair. Indeed, the sp- pointing powers of the government, whether Fitentionally or not, we are tnable to any, appear to hare made a compromine, a sort of concession to this feeling, by appointing to positions of honor and trust from the rauks of Regro citizens almostentirely men who are the least shocking, from « complexion standpoint, to the fine sensibilities of the whites, appar- ently disregarding the fact that character and mind should be the only standard of the man. ‘The whole atmosphere of the educated, mixed and black people is impregnated with the necessity of change in complexion and hair, alteration of the work of a divine hand, because forsooth it is not the mode, not the fasition. WORSE THAN CRIMINAL. ‘This folly, this worse than criminal fashion, seems to have originated among the somewhat refined and educated or higher classes of col- cored people. ‘This is most pernicious. 1t must be denounced from the pulpitand the rostrum, im the salon,in the drawing room, on the street, everywhere. 1 would not, on this occasion, five this matter the importance of an allusion, vat that it, likeany other deadly contagion, may reach the masses of the negroes aud further undermine the foundations of race in- tegrity and self-respect. Sap the foundations of manhood, of womanhood, and the superstruc- ture falls into shapeless nothingness. Slavery was not a good school for the forma- tion of character; #0 true is this that the Ameri- €an nation suffered by comparison with the free nations of Europe while under the bane- ful intluence of that unhallowed institution. ‘Thomas Jefferson, philosopher, statesman and slave master, fully comprehended this fact. ‘The white American deprecatingly alludes to our immoralities and makes them an excuse for the denial to us of equality before the law. He points to the different complexions among us as one of the strongest evidences of our im- morality. But we ask in the interest of justice and fair play: On which of the two races rests the respousibility for these divergencies of types among us? Is the poor black, ignorant ve woman or the all-powerful white master of the south to be held accountable for this piece of iniquity? Surely the answer to this question need not be given here, except to uote one sentence from the editor of the New ork Sin, who has recently been making a tour of the southern states. He says: “They have improved immensely. One great improve- ment is m the purification of the breed. ‘They are getting bincker, an evidence that freedom produces purity.” LOYAL To HIS HALF BROTHERS. And, again, the negro is not lacking in those higher elements of human nature which create in man sentiments of love and respect for those of his own blood. He has been loyal and true to his half brothers and sisters, while their white fathers have not been willing to xecord them the ordinary rights and privileges of human beings. For the men and women of mixed blood among us as well as for the men and women of pure African blood, who have fought their way up through many difficulti who have reached a high standard of excellence in character and intellect, the negro shows an equal amount of lore and devotion. He points them out with pride as men of his own blood who within themselves disprove the oft-re- peated statements of the white brother that hegroes are naturally an inferior race, and are therefore ineapable of any very high form of mental or moral growth. But the white brother, to satisfy his own prejudices, says that it is “the reinforcement of the Anglo-Saxon blood” of the mixed man that bas stimulated his ywwers to such an extent as to make jim an exception to the rule of negro inferiority; and in the next breath he will proclaim that the mulatto has imbibed only the worst elements of character ef both races. So much for Anglo-Saxon in- consistency, for Anglo-Saxon prejudices. But notwithstanding these prejudices, I have an abiding faith in the ultimate triumph of the negro cause in this country. At present his mind is sick and enfeebled by the mass of un- wholesome mental food with which it has been crammed, like the overcrowded stomach of an infant that has been permitted to indulge too freely in rich food. EFFECTS OF FALSE EDUCATION. But when be is fully aroused from the dazed condition in which he was left when the shackles of slavery suddenly fell from him, when he recovers bis balance, when he gets over the eonfusion of mind in whieh he has been tarown Dy the false educatipn he has received, when be begins to throw off some of the accretions from without that have been fastened on his mind, but, happily for us all, not on his nature, by the false teaching of the last twenty-five years, when be begins to develop aud grow from within, in other words, when he is clothed in his right mind, he will begin to give ovtward ression to the thoughts pe at are within him, Saul be will begin to do his own work in his own way. To this end must the colored and black ple alike unite their powers and work heart- By ana tirelessly for the elevation of the negro im us, the enfranchisement of the white man from his prejudices against us, the enfranchise- ment of ourselves from mental and moral degra- dation. We must work unceasingly for the hastening of the dawn of the fullest and most cotaplete emancipation and equality before the law, civil nd tical. This is the work of the ‘race, which must be done by the race. We owe it to ourselves, we owe it to our friends among the white race to justify their belief in our possi- dilities. “I am aware,” remarked Mr. Smyth later on, “that there are some among the colored people who will not subscribe to this doctrine. They say the question of race must be kept in the background; that we must strive to be good American citizens and nothing more. These individuals seem not to recognize the fact that race is the most persistent thing innature. He who is without the race quality has loxt the very essence of his being. ‘Race is the key to history.’ ‘Language and religion do not make race.’ The man whose race devotion is un- impaired makes the best citizen of any coun- try. He will cull from nature's grand and varied store house his own peculiar treasure and bring and lay iton the altar of his coun- try’ greatness.” ee eae ‘The Emancipation Finances. J. H. Smythe, Recorder Townsend, Chief Marshal Brooker, Capt. Kelly and ©. H. Mar- shall will meet on Monday night to settle up the financial business of the emancipation cele- bration yesterday. It is said that some collec- tions were made which were not turned over to ‘the committee. A Half Breed’s Watch and re. In the Criminal Court, Judge ¥, yes terday the case of Wm. Brown, a colored man, was arraigned on the charge of larceny from a the person—gold watch valued at $75 anc @11— of W. H. Conner on Monday last, plead “I was drunk and know nothing about it” The plea rested, SAYS IT WAS IN SELF-DEFENSE. Lincoln Beach Puts a Bullet Into Thomas Carter—The Latter May Die. Thomas Carter was taken to Freeman's Hos- Pital today and unless he dies he is likely to Oceupy scot in the ward known as the “Old Battlefield” for some weeks. Carter is a colored man and his home is not far from Giesboro’ Point, where the shooting occurred. Lincoln Beach, his brother-in-law, did the shooting, and he claims that he did it in self-defense. Carter, it appears, is a farm band, and does odd jobs about the country, the same as his brother-in-la Carter was in the city looking at the parade during yesterday, and ean he went home he learned that there had been trouble in the family. Beach and his wife bad had some words, and his wife's mother, it is stated, also took part in the discussion. Exactly how Carter became involved in the jaarrel is not known, but the result was that h used his pistol and the bullet entered Carter's stomach just below the ribs. The shooting occurred outside the house, and when the shot was fired Carter fell to the ground as though he were dead. He was taken into the house and attended by Dr.:H. V. Pyles, who found him soseriously injured that his recovery was rendered doubtful. ‘The wounded man was Kept at the house until this morning, when he was taken to the hospital. It was nearly 11 o clock when some colored men appeared at the substation in Uniontown and reported the case. The police went in search of the man who did the shooting and Ofticer Anderson found him at the house of » relative about 3 o'clock this morning. Beach said he had intended giving himeelf up to the officers this morning because he thought be was Justified in what be did. -“T shot kim in self-defense,” he said, “and if I hadn't shot him he would have killed me.” Last night Beach said he returned home from his work and had a quarrel with his wife. His mother-in-law interfered and then Carter took part. “We had some ” he said, “and he threatened to kill me. le ran me out of the house with « plate and as I went out I picked up the pistol. Carter picked up a stone when he got out in the yard and said he intended to hull me. He raised the stone to throw and I = 2 in th charged ch was in the Police Court toda; with amsault with intent to kill and” the case was continued to await the result of Carter's injury. eee NEW BUILDING REGULATIONS. Important Amendments About Frame ‘Houses and Fire-Proof Buildings. After weeks of study the Commissioners have finished the new building regula- tions and they are now in the hands of the printer. The most noticeable and im- portant change in the amended regulations is the insertion of @ clause prohibiting the removal of frame houses trom one point to another within the fire limits. Under the old regulations owness could remove their frame house anywhere in the city. Another import- ant change is the clause requiring all build- ings 75 feet and over inheight tobeconstructed entirely fire proof. Heretofore owners were only required to fire proof additional heights over 75 feet. The clause regulating projections has been entirely changed. As = ——— projections are limited by law the amendment will not form a part of the regulations, but will be printed as, an appendix for the information of the public. Numerous minor changes have been made throughout the regulations. There was a good deal of discussion among the Commissioners when the subject of extend- ing the fire limits came up. It was finally decided not te change them until there was need for it, as at present the number of build- ings on the outskirts did not warrant it. ance ALEXANDEIA, IMPROVEMENTS ON THE RIVER FRONT. The river front of the city does not show the improvement which Alexandria is making else- where. Three wharves now, in the time of steam trade and quick transit, would suftice to do more business than would the six or eight biocks of wharves and buildings when business was conducted in the old style, and, even with as much trade, Alexandria would not present the business appearance on the river side which it did years ago. The work of improving the river front has, however, now begun and it is probable that when the ambition of the wharf owners is excited Alexandria will ‘put its best foot foremost on the river.” The Pioneer mills and all the property of the Virginia Ship Build- ing Company on the south edge of the town will, it is believed, be kept in order, ‘while at the’ foot of Prince street the Wash- ing and Norfolk Steamboat Company will erect a handsome pier in front of the McVeigh Property, which that company has just pur- Chased, as the Alezandria landing of the new steamers of the Washington and Norfolk Steam- boat Company. The improvements there will give a new aspect to the neighborhood. At the foot of King street the Washington Ferry Com- pany will, under the city council permit, erect & handsome ferry house, making a good finish to King street sidewalk and showing well from the river: It is not unlikely that the corpora tion wharves at the north end of the town will find a renter who will improve them, and that We shall have before the close of the summer a town thes will look better in the eyes of excur- ‘SlOLists.
