Floors at the Shoreham Have Fallen. NARROW ESCAPE OF THE WORKMEN. A Scene of Great Confusion, But For- tunately No One Injyed. An accident which might have resulted in the death or maiming of many individuals took place at the Shoreham Hotel this afternoon shortly after 2:30 o'slock. Workmen were engaged in Jacking up » mis- placed girder, which was supposed tobe useful 8s support for @ portion of the hallway on the sixth floor. The jack rested on the stair hallway on the fifth floor, and as that was simply a mass of light timber, heavy concrete and orna- mental tiles, the floor resistance was insufficient, and the jack, supports and everything else but the workmen fell on the floor below and the sudden impact caused that to give way also. LANDED IN THR BASEMENT. ‘This wes repeated until the mass of timber ‘and plaster landed in the basement and blocked up the interior entrance to the cafe. The escape of the workmen and of those who ordinarily use the hotel stairways was hardly short of miraculous. Among those who witnessed the affair there was an organized tendency either to say noth- ing or to make as light as possible of the oc- currence. Manager Keencn, looking dolefully at the tons of debris, and then up through the ragged short-cut to the roof, said it was but a little matter which would soon be righted. The accident was, however, deemed of suffi- cient importance to demand the stationing of bell boys and others at the hotel entrances with instructions to prevent or retard the entrance of any persons who were not on the register or the pay roll. HISTORY OF THE BUILDING. The building was completed about two years ago and opened to the public. It was built from plans prepared by arm of New York architects and what is known as the slow-burning con- struction was adopted. Under this sys- tem the joists were covered with a pots acre! of non-combustible material. Capt. Penney Writes portant Letter to the Indian iestoner. Capt. Chas. G. Penney, U.S. A., the acting Indian agent at Pine Ridge agency, has written under date of April 7. long letter to the com- missioner of Indian affairs relative to the con- dition of affairs at the agency and the prospects for the future. He enumerates the cause of the outbreak among the Indians last winter as being the failure of the government to keep faith with the Indians and to fulfill its solemn treaty obligations and the failure of the food suppiy. “So far as the rations are concerned,” the captain adda, “this has been remedied in the mat- ter of beef, which under existing contracts can now be made right. So far as legislation goes the other causes of trouble have been made right, but as the Indians see it, it is at this date only another promise, As another promise backed by the performance of the agreement in regard to rations it seems to inspire hope again among thera. HOPE SHOULD NoT BE DEFERRED. The writer thinks that it is important that this hope be not long deferred. He ur strongly the great importance of doing some- thing, however small, in the way of a begin- ning of the fulfillment of the promises which have now become « part of the law of the land. The captain states that “the general effect of the recent outbreak upon the minds of the Indians has been bad, Wholly bad. Severe losses which they have suffered and the destruction of life which has ensued has made their hearts bitter and sore. They feel that they bave not been whipped and that the soldiers were afraid and held their hands in fear and not in merciful ki nest. Had they been thoroughly chastised, the half of them killed and the remainder cowed into abject subjection, horrible and uncalled for a» such a would have been, they would have felt they been Punished and in crouching fear would have insted the rod of correction, as these poor, ‘oppressed and down-trodden people have done so often before. They have not begun their farming nor their usual avocations, their houses and places of abode have been plundered, and they, only half hearted in their work, feel that it is hardly worth while to try again lest there be another war and all their work go for naught. I see it in the way in which they listen towhat I tell them, trying hard to believe that what I say is true and yet ouly half believing. You ask me to state specifically the facts on which I base my bad opinion. It is more than I can do. Come out here and live among them and see it on the expression of their faces and hear it in the tone of their voices. The captain thinks that peace and quiet in the reservation would be assured by allowing the delegation that was selected by Gen. He says that they fecl that when here last that they were not allowed to talk; that they were not treated with the re- spect and consideration due them. He further advises that his recommendation in regard to increasing the police force to 100 men be ap- proved. It is underst that the prices renge from several hundred dollars to several thousand dollars per acre. A LONG DEATH LIST. ‘The Reports to the Health OMce—Fatal Cases of Grip. Yesterday twenty-eight deaths were reported to the health office, making total of 121 for the four days of this week. Thirteen of the deaths reported yesterday were from diseases of the throat and lungs, two being attributed solely to the grip and six from pneumonia. ‘Two were given as having resulted from con- gestion of the lungs and three from bronchitis. Today up to noon twenty deaths had been re- ported. THE POLICE DEPARTMENT DISABLED. Today there were forty-five persons con- nected with the police department reported on the sick list. Lieuts. Hollinberger and Teeple are still un- able to report for duty. > In the first precinct the force is badly crippled. Sergeants Boyle and Montgomery, five privates and one of the matronsare sick. In Georgetown six officers are sick besides the lieutenant. ‘The sixth precinct is the healthiest of the nine, there being only two officers off duty on account of sickness.
