Secretary Noble Wants a Uniform Plan of Laying Out the Grounds. Secretary Noble has written a letter to the superintendert of the Hot Springs reseryation in Arkansas requesting him to have prepared some plan which shall tend to give uniformity and artistic beauty to the arrangement of the bath houses and the laying out of the grounds. The Secretary is impressed with the belief that Hot Springs can and should now be brought gradually to the position of s first- class resort for the affficted and that on account of the tenure which these leases are likely to carry and the development of the country period that at the outset some plan shoull be devised which showid be equal to the growth of the people and an honor to the gov- ernment. The Secretary suggests that at or near one or more of the drinking fountains grounds shall be reserved and eventually ar- Tanged for promenade forall the people who may ehoowe to use the same; also that some ive scheme for bath houses shall be de- which shall be of the most approved plan for clesnliness and convenience for bathers and at the same time produce a good general effect by their apna and beauty.
