S——————————————— Senator Edmunds’ interview with Taz Star $s considered of significance because it recog- izes facts. Great as that Senator is as a rea- soner it is his ability to see things clearly in all their lights and bearings and to recognize their full force and effect which gives him his Prontinence in the country. These facts may be included under the two heads of practical legislation and practical politics. Senator Ed- munds, while admitting the force of the farm- ers’ movement toa certain extent, thinks that they are mistaken as to some things, but he does not believe that they are actually misled by those who try to persuade them that “crops ean be increased by legislation,” or “debts hon- ‘estly paid by cheapening the value of what is called money.” The Senator points out that if the proposed third party should secure many states the presidential election would be thrown into the House of Representatives and result in favor of the democrats. In this danger to the republicans of an industrial porty in 1892 the Senator's point of view is beginning to be held by other shrewd observers. $$. The Canadian commissioners came, the Ca- Radian commissioners went. The reciprocity they were to arrange with thisrepublie through the proper diplomatic channel.the British min- ister, is no nearer arrangement than before. ‘The true reciprocity with American peoples will come when all American peoples are American republics. The little jealousies of provinces must give way. A good measure of reciprocity could be effected now if the Dominion had Uiberal government. The people of Canada, no doubt, favor a broad plan of reciprocity with this nation. The people of the United States | favor a broad plan of reciprocity with Canada Sooner or later, the two parties will come toa satisfactory understanding. Meantime if there be anywhere those near-sighted enough to discern permanent failure in these negotiations becanse they have been postponed toa more convenient season let ruch increase their opti- eal powers. Reciprocity is a neightorly, a nineteenth century, an American doctrine. It is bound to prevail northward and southward. $$$ Tomorrow will usher in the first of the great strictly industrial American centennials. Other celebrations have commemorated inde- pendence or union or some political idea worthy of lasting remembrance. But in the patent centenary the nation honors its brainy workers who have made our technic art equal, in some important respects superior to, that of other countries. The American inventor comes to the front for recognition. He has been at the front a long while for solid, effective work. Linked with this hundredth year commemora- tion is the centenary of the District itself. ‘This isa fitting idea. Tho permanent capital of the republic is indissolubly connected with the government licensure of improvement in the domestic arts. The city of Washington will take great pride in welcoming to her board the great designers of the practical works, on which, perhaps more than on our arms and diplomacy, depends our position among the nations of the earth. April 7, 1891. a A communication published elsewhere in Tae Bran gives some intcrestiug facts concerning Germany's methods of dealing with immi- grants. There are some obvious difficulties which a government our own would ex- perience in attempting tosupervice immigrants after they were once absorbed in the body of the people, which would not be felt by a gov- ernment that is acenstamed to look so closely after individuals as that of Germany. In spite of the suggested difficulties in the way of ef- fective inspection on the other side of the ocean, and occasional injury in special cases, it will be wise for the republic to meet the obviously undesirable immigrant with a pro- hibition before sailing. Prevention is better than cure. If the former fails in certain in- stances, resort may then be had to the latter. We can both keep out the bad when recog- nized, and eject those who are not detected until aiter they have crept in. — Washington is now entertaining a large body of excursionists from those rural districts of New York which New Yorkers are pleased to include under the title of Brooklyn. And Washington is pleased to see them here, for in the gladsome springtime nothing is so refresh- ing as the rosy-cheeked rustic, in his store clothes, redolent of the grass, red handed and reckless of speech, honest as the song of birds, simple as the bloom of flowers, open as the shy, a very breath of green fields and fragrant meadows to the weary, worn-out city, hedged in by brick and stone and clothed in concreve and car tracks.
