° CIVIL SERVICE IN BALTIMORE. Commissioner ‘Hoovevelt Examines Its Werkings—the Price of a Lunch. Mr. Theodore Roosevelt of the United States civil service commission and Mr. Charles J. Bonaparte, timore counsel, sper: about | four hours at the Baltimore post office yes- terday investigating the political assessments and the part taken by the post office employes in the recent republican primaries. Twelve employes and Postmaster Johnson went before the iuquisitors. Roth Mr. Koosevelt and Mr. Bonsparte took a band in the examination. Tue questions asked were chiofy as to politi- cal assesnuents mede in the building and the partictpation of employes at the polls on of the primar; 2. It was used, they presumed, to pay roum rent, printing of tickets and other necessary expenses attending primary elections. EXAMINING THE POSTMASTER. ‘The postmaster was asked the same general questions and whether he had authorized or sanctioned the levying of assessments on the employes. The postmaster said be had not only not done 40, but took the precaution of calli before bim all the heads of the departments under his jurisdiction and cautioned them to be careful in observing the civil service law in this regard, A MISUNDERATANDING EXISTS. + Mr. Roosevelt declined to make any state- ment prior to the submission of his report of the investigation. He said a misunderstanding sevms to exist as to the application of the civil | service law to government employes. The law against political assessments, h equally to those in the classified and mneclassi- fied service. It prohibits the levying of assess ments and all who contribute are equally ¢ ble. Daring the progress of the examination Mr. Roosevelt asked the postmaster if he could pro- cure him s light lunch, as he did not care to stop for dinner. The postmaster sent Jackson, his colored messenger, to Keunert’s restaurant and bought four sandwiches and sent them into the room. ir. Roosevelt inquired of Jackson what they cost. “Nothing, sir,” he answered. “But I know they did cost something and I want to pay it,” said the commissioner. ‘They are paid for, sir.” said Jackson. “I cannot allow this,” said the commissioner. “and insist upon knowing what these sandwiches cost. ell, sir.” suid Jackson,’ “if you insist, they cost 40 cents.” Whereupon Mr. Roosevelt handed Jackson a dollar aud told him he could keep the chang Jackson turned the glistening silver over in his ts several times and finally handed it back, am afraid I can't take this, sir. We are on government property.” “Oh,” said Mr. Roosevelt, “that's my own money, and I can do as I please with it, so you need feel no hesi~ taney in accepting it.” Jackson pockeved the dollar and retired. It is Not ¥et Complete, Only Ten Having Been Accepted. If the men whose names were drawa from the jury box for duty in the Police Court rep- resent the health of the city’s population there mast bea great deal of sickness in the city. Judge Miller, however, did not accept all the excuses offered, as the general appearance of some of the sick men was much better than that of some of the well ones, and the judge congratulated some of those said to be ill on their healthy appearance. When the work of completing the jury was begun twelve names were returned and they were all sworn to make true answers to the questions propounded by the court. Mr. Hugh M. Kline was brought in on attach- ment. He failed to respond yesterday. His excuse was that he was in charge of Mr. Harry Standiford + drug store on F street and he was the uly pharmacist there. Mr. Standiford is sick. Judge Miller thought that Mr. Kline's bu: news was of great importance to the public and excused him. ne “I had the grip yesterday,” was Mr. B. L. Wheeler's excuse, and the judge was glad to see him looking so well today. “Lam sick myself,” interrupted John Blumer, ‘I'm troubled with my heart He bad no physician’s certificate, but his ap- ice was such that there was no doubt as to his illnexs and he was excused. Fred 8. Newman was like several other tales- men. He did not want to serve, and instead of |" taking his place and being sworn hegttempted to get by the judge's side and give Ris excuse. He was told to step aside and be sworn, but he reixted in talking to the judge until be was ined $10 for contempt. Henry T. Reis did not want to serve because aid interfere with his business. “Too much business,” said Judge Miller, Rot @ good exeuse for ‘relief from jury duty. Douglas Judge Maller experienced some trouble be- cause of the names of persons who had recentiy served on other juriesbeingdrawn. Under the law such names are not to be put in the box for at least oue year after they have served, but some of the péople called it appeared bad served this year. They were consequently exempt under the law and excusing them caused an unnecessary delay. As it was impossible to get the additional taiewmen in court at 1 o'clock today the court adjourned until 10 o clock tomorrow. ea ‘Trustees Elected.
