—eEE_ ‘TEET ANB NOT SO NOCH OFPRESRED as THE EDT CATED CLASSFS IN RUSSIA—THE VILLAGE com- MUNES AND HOW THET AKOULATE arrarns— PROOMESS IX EDUCATION aXD THOUGHT. Arather short man, inclined to stottness, with & wealth of bushy binck hair brushed straight away from a wide, heavy forehead, which bent perceptibly at the line of the eyes, # beard of vast proportions and black material, suche man, attired in aneat suit of broad- cloth, the vert low and the coat cut after the style of the Prince Albert, stood before # large audience last night in the lecture hall of the Columbian University and talked for over an hour on the subject of the “Russian Peasantry, asubject which his unhesitating manner and his dificult English accent showed to be per- feetly familiar to him. This was Sergius Stepniak, the Russian writer pon subjects not altogether tasteful to the imperial government that has exiled him from ite realm, the author of “Underground Kasia” and other works that have shown the world why the nibilists of Russia exist and what they sim to do. | His tlk lst night was given ander the a of the National Geographic Society of this city. ‘Mr. Stepniak spoke withont any notes what- ever, in a somewhat rambling manner, but with'acertain definite structure in his dis- | course that always kept bis head toward the climax that he desired to produce. His words were thoroughly English. well chosen andl, but for hix broken accent, the mnguage of + per- fectly well educated American. His grammar and rhetoric were never at fault and his refer- ences to side topics relating to affairs outside of Rumia showed a vast amount of reading and Peseare) ‘TWR REAL PEASANTRY NOT TRE MOST OPPRI:SSED. He started in to show how the real peasantry of Rusia is not today the most oppressed class im that great country; how, as far as their own morals are concerned, they suffer less than any other clasa. The reason for this is that they live more to themselves and further apart from the higher classes than is ordinarily sup- posed. ‘They are divided into bodies ‘calle; village communes, in which they are practically independent in certain matters relating to their own government within their circle. They are matted to speak freely in the village assem- lies npon all matters concerning themselves, amd thus they have learned the habit of free i that a proving very valuable to them. | ‘This hos likewae given to them a freshness of | mind that a surprising. They think and do what they consider to be right, while the educated ‘classes are not able to do even this, but are forced to live unbearable ives mer the oppression of an unjust system of gevera- ment. | There ix, however. « feeling of utter sympathy between the upper aud lower classes. In the ‘Tus of thie century hundreds of young men and women of education left | their comfortable homes to travel among the peasunts, to talk to them and teach them the | right as to their political state. Since the | nts look with suspicion upon the political talking of the rich people it was necessary for these missionaries to disguise themselves and travel about as laborers so as to gain the con- fidence of their hearers and to study their habits and conditions. The lecturer was one of these, working as a grain laborer. It was found that the peasantry is nubuded with the deepest sort of superstition and foolish ideas springing | from nowhere. For instance, because the | Prince of Edinburgh once married a lussi princess the idea went forth that thousands of young peasant girls were to be taken from the | country to some wild region and married to | foreiguers that they might be converted to th - religions faiths. The result was that upon reachings of one of the pensants pals er hy he peasant girls became married to the first man that showed himself, and thas a vast deal ef unhappiness came upon them. Some of the superstitions indicate « low standard of hnowledge, bat not an extreme degree oi stu- | y- indeed the Hussian peasant is nearcr | ike the ancient Greek in this regard than he is like the savage of Africa, as he is often pop- | vaberiy 907 tobe. He has 2 large capacity for jndging things and for drawing conel:isions from them. THE VILLAGE conmeeNrs. ‘The village communes are in reality small states where each inhabitant has to take his share of the government. The assembly, the gereming bods, hos the greatest power over communi For instan co, im ome enae clergyman s wife died and in order to keep his morals straight he was ordered by his village | assembiy to marry the widow of a soldier who hed died some time before. The assembly | Tegulates maiters relating to marriage. Coupie> | desiring to marry appear before the assembly and say: ““Ihisis my wife and ‘“Thix is my busband.” and the members of the body repiy: “May heaven give you biessings.” This creates marriage. assembly passes upon all small crimes and Soe thats’ punishments, while the national government judicates other crimes for which the penalty of death or banishieut is inflicted. “It is sometimes the cause that the Village resents the acts of the government in such matters, and it bas been Known to pass sentence of death upon a criminal wition its Jarwdiction und to kill the offender, not i the manner vf lynching. but in a perfectly judic manner. In all of their mter-relations the peasauts are sympathetic and impartial. Tradition ottrivates to oue of usaia s noble- men the seutiment that “with wisdom te Hussian peasunts would revolutiouize the world XO IDEA OF PRIVATE PROPERTY. The peasant has no idea of private property. Everything is beld in common. Every sis years the land belonging to a village is divided aio the families, according to the number of mem: bers of each, to be held as the property of that family for the six years to come. The result is very bad upon the agricultaral progress of the country. No oue is gomg to exert auy great amount of labor upon u picoe of land of which he is not certain of the ownership, and the re- sult is that ali that is done is but temporary, tending to get the most out of the laud with the least permavent improvement upon it. Agriculture is therefore in the lowest stage of development. ‘Ihe village sometimes migrates, in im which case, if it goes into a less densely pop- plated region. "the partition of laud is abau- it also frequently happened, in places Shere the kitchan garden is very profiwble, ‘that the partition system is set aside froxa that lass of land. The question as to wiether or not the peas- nt could pass from this #ystem of division of land to a state of private ownership has been Rartly settled. ae in many instances it has beex jone, bat the result shows that the most effective state is one im which there is ¢ com- Dination of the two systems. BARIT OF FORMING ASSOCIATIONS. There is a strong tendency among the Rus sinus to form themselves into associations of all sorts. This habit is to be observed in all of its strength in the prisons, where the habit of self-governmen’ amerts itself to the degree of the organization among the felons of bodes for as while im the prisons. ‘They by the governors of the prisons to hold meetings, at which they elect officers to handle their affairs, through whom the orders of the prison officers are communicated to | them, and who act as the medium of commani- | gation between the prisoners and their kee] Through these officer felons there Las buen blinked in many prisons @ sort cf parole whereby the best of the prisone-s are sliowed upon certain occasions to have their Mberty, provided they ceme back in time. The flogger is allowed by Custom to come into the shops of the prisons and belp bimself to whatever be wants in Payment of his salary. EMANCIPATION OF THE SERFS. Upon the emancipation of the serfs they were Dut the governmen: gave each one a parcel of Jand upon which he was to work for three days @f the week, while he gave his Inbor to hs em- Breas It was intended the peasant should get the same Lind as which had been, tiuder the old systetu, lent ehe ~y great chrtakage in the nuasent ‘Was a great the amount eg yin ss. Fully one-third of the = have been reduced to a state of want The food supply of Russia is now on the in- crease, while the peasants are found to be eat- ing about one-seventh less than they used to. There is great mortality in some parts of the country, rising as high as 62 per cent in parts, three times as great as in the average English village. But in some cases there isa very small mortali There is a strong growth of religious feelin: ania spread of the sectarian doctrine. whie! now has 20,000,000 followers, though persecuted | 2: by the government. WILL ASK FOR POLITICAL FREEDOM. In time the Russian peasant will ask for his political freedom in unmistakable terms. There arecertain pacific constructive elementeat work among the peasantry, but their good effects are being da ¥ the work of other elements, quite aastrnolies, and the influence of this class is being felt.” The cause of much dissatis- faction is found in the absolute power of the | military division commanders, who exercise the most inhuman despotism over the peasants tader them. im rome instances going so fur us to demand and take arrears of flogging for offenses. There have been several small rel lions already that have been put down bj the gorecament. Tn some cases the pessante fogged the division commanders, they have killed one and burned the property of others. The government is extending the system from a few provinces to the entire country. The peasants cannot achieve anything by them- selves, but some day the revolutionary spirit will rise at the sume time as when there is strong rebollious tendency in the towns, and there will be nothing that can prevent a revo- lution. At present there is not enough fer- mentation among the peasants. There is nothing but violence in Russia, no public opinion there, no changing of religion withont being denounced as 2 criminal, while the peasants have shown nothing but love and devotion to the government, which has treach- eronely betrayed them. At the conclusion of the lecture a vote of thanks was pon motion of Prof. Otis Mason, to the lecturer for his information upon the subject of the state of things im the great nation. PL Rs THE NEWSBOYS’ HOME. The Good Work It is Doing—Need of Funds to Help the Needy Waifs. To the Editor of The Evening Star: ‘The incident told in Tur Srak of last evening of the little boy picked up by the police near the Center Market suffering with cold and hunger, bare-footed and bare-headed, in a driving storm and sent to the Newsboys’ Home is only an illustration of the work constantly going on at that institution. Besides the reg- ular care of the newsboys large numbers of | these waits are gathered up and cared for until employment is found for them or they can be restored to their friends, if they have any. Agent Sweeny patrols the strects at children from the ithe doorways and the dry goods | nd the areas in which they are trying | Then in the morning he is at the Police Conrt to see who of this clase are there | and who may be saved from a life of crime. | Junge Miller and the police are in thorough sympathy with him, and the little fellows Whom there is any ‘prospect of saving are promptly handed over to him. The various | charity Grganizntions of the city also send_ to | the applicants for whom ihey themselves ve no p ‘A night school and a sew- wz school are carried on at the home. Last sear places were found, more or less perma- nently, for sixty-seven children, lodgings were furnished to 959: over 300 pieces of clothing and 2,078 meals were given out. The average cost of meals is between four and five cents. Many of the cases are pitiful to the Inst de- gree and need only to be known in order to -ecure the relief which the benevolence of the city ix so ready to give. It is believed that no work in the eity is quietly doing so much good at so small expense. It receives nothing from the government. Friends have contributed two or three thonsand dollars as the fonnda- tion of a building fund, but this cannot be ased for current expenses. It is hoped this sund may be increased so that the society can | secure a permanent home, the one they now | occnpy being leased. There is just now very urgent need of help for daily expenses. The finde for theseare exhvusted. Money, food or clothing sent to Mr. Sweeny at the home, 517 | t2th street northwest. will be received with thanks and used with economy. ‘March 31, 1891. ace permese FOR! N COINS.
