AN OFFICIAL STATEMENT. ‘The State Department Will Soon Give all the Facts in the Case. Astatement is being prepared at the State Department today that will be issued later, covering the facts of the recall of Baron Fava, that will probably contain the correspond- ence in the case and may throw some light upon the question now mooted as to whether or not there was any direct insult to this government intended by Italy's action. The language of Baron Fava's letter to Secretary Blaine announcing his recall will undoubtedly contain all the evidence upon this point, and this will be largely concealed within the folds of diplomatic phraseology. This fact, however, will be reiterated, that © Beron Fava withdraws from the country on account of the dissatisfaction of the kingdom of Itly with the progress of adjustment between the two nations touching the New Orleans massacre. The State Department is not likely to discuss the question as to what sort of dissatisfaction is meant, whether it is directed against the minister or this government, but it will be left to inference that the Italian government tried to bring down two birds with one stone. Secretary Blaine and the President hed a conference on the subject this afternoon. = THE ITALIAN SIDE OF IT. ‘What Dr, Verdi Said Today After an Inter- jew With Baron Fava. When a Stan reporter, for the severalth time this morning, called at No. 729 18th street, the residence of the Italian ex-minister, Daron Fava was “not in"—that is, he was not in the vestibule. Asa matter of fact he was in his library discussing the all-sbsorbing topic with Dr. T. 8. Verdi. “What is there to be said?” queried the doc- tor, in answer to the question of a Srar re- porter who had followed him to his office from Baron Fava's residence. ‘The case is a remarkably plain one. Vtalian men have been murdered and the Italian government has vainly asked the United States for rey ‘tion. This overnment bas said, ean do nothis only the courts of Louis- inna may take action.’ If this government be powerless in such a matter it is a most serious thing. Why were treaties entered into with Italy and all other European were ited States can- Ror it promised to do? It was that protectian should be given Italian ‘citizens in thix country, and on the other hand the Italian nation pledged itself to a8 well by American citizens. The United States “government has said ‘that it is lees as = its duties ener se treaty; what are an: ite agreements with any pation worth? Will it satisfy the E ywers to say that this crime was cominitted Ii the state of Louisiana and therefore is with- out the of the general government? bb known and recognized as 4 na- “Italy knows,” continued the doctor, “that men who were murdered were acquitted bya jury of Americans, and, believing in the niajesty of the law, it matters not that a mob—the ple, you ray—reversed the verdict and executed ‘men who had been legally declared innocent. It matters not if these men who were kiliea were most vicious and criminal. Your law said they were ‘not guilty’ and Italy is on the right side when it endeavors to uphold American law as against the action of a mol “It has been intimated that tie recall of Baron Fava was a personal matte “That is not true,” replied the doctor, with a ood deal of energy. No minister’ stands Eicher with his gurorament or witt the overnment of the United States than does fiaron Fava. He is most popular. This action is that of an insulted power. The Ital- ii government is standing on its dignity and by _ recalling its rep- resentative but ‘voices the sentiment of 30,000,000 of people. Daron Fava has not been slack in this affeir. He has most patriot- ically looked ufter the interests of his own coun- try und ims been fiberal and friendly toward the United States. How much he did to pre- vent this clash may never be known, but it is a fact that for at least ten days he has delayed doing that which he was compelled to do yesterday. When he received his instructions w at once made endeavor to have them xescinded and not until he was forced to do so did he sever the diplomatic relations of the two countries. «This talk of war is empty foolishness. The United States will see its duty and do it, but nothing can be expected from Louisiana. Ithas been asked again ard again, “Why docs Ttaly not wait for action by the New Orleans. l jury?” And now I ask ‘why should she?’ t can we expect from that grand jury? What could we look for frcm such « community as New Orleans, where the mayor is a murderer, the sheriff a murderer, the board of trade and the clubs composed of murderers, where murder has common ard open possession of the heart? Very much, would be gained by that grand jury! ——— A HUGE BLUFF. ‘That is the Opinion Now in Regard te Fava’s Recall. Now that the first flush of the Fava surprise has passed away people in diplomatic and offi- cial circles are taking pains to point out how the trot le, 1 roca Lag amet A of ya a this — poe Beer a given a saly pouid Lave bese choslind ere tes an tee the in I ‘affairs at home, where matters of state have been in a rather chaotic condition for some mont [il Nteite t Fs an: A z, i i i il rl BARON FAVA'S RECALL Hot Quito so Serious as Wan at First Thought, A DIPLOMATIC BLUNDER. Italy's Action se Considered by These Best Competent to Judge—Caused by Popular Clamor and Taunts From the Crispi Faction —Comments on the Incident. Persons familiar with diplomatic affaira re- gard the recall of the Italian minister as mak- ing the situation between this country and Ttaly as grave as it could be in the absence of actual armed hostility. War may not grow out of the trouble, but the sit uation is regarded ws extremely threatening, and the United States and Italy no longer oceupy toward each other the attitude of friendly nations. If the Italian prime minister, Di Rudini, is really « man of peace and is forced to tuke the stand he has merely for political reasons to satisfy the popu- lar sentiment in Italy, he may so conduct him- self in respect to matters arising from this affair as to prevent further trouble, the situa tion is les veriour, unless the United States ix disposed to resent the affront given by the manner of the recall. But if the prime minis- teris really unfriendly toward the United States or is unable to withstand the pressure of popular sentiment in Italy ther the situation is extremely grave. WHAT BREAKING OFF DIPLOMATIC RELATIONS MEANS. ‘The breaking off of diplomatic relations is just short of actual declaration of war. It is a declaration of hostile sentiments and of un- willingness to occupy friendly relations. ‘The mere recall of Torelgn minister is in itself n matter of no serious importance if the recall is not declared to be on accouut of agreement between the tended to give emphasis to the ion of dissatisfaction and to declare that the two euun- ‘tries are no longer friendly. t West wus recalled Great Britain ‘at the request of the United Po fon When Austria refused to receive Mr. Kelley, who was appointed our minister to that country by Mr. Cievelanc. and for a time we failed to send another representative there, the Austrian minister at Washington went home “on @ leave of absence” and matic rela- tious were virtually at an end for « while. ‘There was no formal recall then and there was no seriously unfrieudly fecling, there being merely a little pique ou the part of Austria at ou: having the mission there vacant su long after they refused to receive Keily. Anation might abolish its legation at the capital of auy other nation or reduce it toa very low rank, if this weredone with an assur- anee of no unfriendly motive, and the act would have little siguiticance. But the present case is not similar to any of these.
