The registrar of voters, who ought to know, smerts that they were all registered and voted at the last election. The constitution of Loniaiana permits a foreigner of requisite age to register and vote as soon as he gives notice of intention to become naturalized and before the naturalization papers are actually issued. ‘These voters are in demand and the conse- quence is that in most cases the emigrants are prepared for citizenship a+ soon as they arrive. ‘Thus the politician hastens the ilis that afflict his people by his greediness in securing voters for his party or himself. This matter will have © most important bearing on the international question. If all of the eleven lynched men were voters of Louisiana, as the registrar asserts, then Italy has uo ease whatever, and no right of remoustrance. If, on the contrary, as is alleged by the consul at New Orleans. and, it is understood, by the Italian minister here, these persons were Italian then there perhaps a nd for Italy to hoist the United States gov- ment responsible for doing all that is pos sible under our Constitution for securing dam- ages from the city of New Orleans.
