Having experience in the work of the appro- Priations committee and the general business ‘of the House, Mr. Sayers is perbaps as well pre- pared as any man to express an intelligent opinion respecting tue general wante of both bodies. He has tvid the public through Tae Stan that 90 por cent could be saved annually to the Treasury by sdopting two changes of or- ganization. ‘He suggests that instead of & number of small committees, each appointed “to keep the run of expenditures in the several departments, but none of them ever doing 80, there be constituted one large committee of fifteen members of equal rank with the appro- Priations, and ways and means committees. ‘This committee should be required to act on the whole subject of departmental expendi- ture, and having jurisdiction over all lines of engairy it wouid be more likely to do something than a number of small committees whose only business seems to be to make a snug place for the chairmen and their private secretaries, that is, the clerks of said committees. The suggestion is worth consideration, although as patronage and privilege are sweet it will not be easy to break up the little committees. The other important recommendation is that the House elect, at the time of the election of other officers, a chairman of the committee of the whole, and one of the committee of the whole on the state of the Union. There is no pa good reason why Alexandria should not be the commercial and manufacturing center of the Capital of the United States of America.
