As a matter of fact, there is no diseretion in the chair, even if the session is not the final one of a Congress, and where the hour hae been merely fixed by order of the Howse itself and has not so high an anthority to rest upon as the Constitution of the United Staten. A caso in point is found in the journal of the House for the first session of the ‘Twenty-cighth Congress. On June 17, 1844, the Speaker stapended a roll call after it had been begun, to adjourn the House, that body baving taken order to adjourn at noon of that day. If a roll call can be ar rested on an order for session adjournment, how much more imperative is it for the House | to adjourn when the hour strives when it is| ne louger in law or fact a legislative body. a Now and again somebody takes a besom in hand and bodily applics it to a nameless: mem- | ber or members of Congress who abuses or abuse the privilege of drawing free docnment- | ary pabulum from the vational commixeary stores.
