Mr. Cariisle made a point of order against the committee amendment allowing sorghum sugar manufacturers the use of distilied spirits free of tax. The point was that it was general | legislation on ar appropriation bill. After the miestion had been discussed at much length | int of order was submitted tothe Senate | by the Vice President, and the amendment was ruled to be in order—yeas 29, nays 23. ‘The smendment was then agreed to a division. | Ms. Stewart offered an. amendment appro-| priating ¢20.000 for the collection and publica- | tion of information as to the best methods of cultivating the soil by irrigation and extending the limit of time from July 1, 1891, to January | 1, 182. Agreed to. Mr. Paddock moved to amend by inserting the “pure food bill.”* ‘The Vice President sustained a point of order | against this, and from that ruling Mr. Paddock appealed and Mr. Edmunds moved to lay the | appeal on the table. ‘The latter motion was agreed to—yeas, 27; nays, 26. So the amend- ment was excluded. | ‘The Senate committee on rules was author- | ized to sit during the recess. TRE EVENING SESSION. At the evening session the deficiency bill. | the last to come up in the Senate, was acted upon. Before proceeding with that, however, the vote by which the Senate last week passed | House bill to pay judgments of the Court of Claims for army supplies (ander the Bowman act) was, on motion of Mr. Harris, reconsid- ered; all the Senate amendments which had | been then agreed to were disagreed to (including the Chouteau elaim of £749,000) and the bili was | then passed without any amendment. ‘On motion of Mr. Edmunds the select com- mittee to establish the University of the United States was continued during the recess. MES. WAITE AND MUS. MILLER. There was a hard fight waged by Senator Berry against the provision to pay the widow of the late Chief Justice Waite $10,500 snd the widow of Justice Miller $10,000. ‘The items were championed by Mr.Blackburn, ‘Mr. Edmunds, Mr. Blair and Mr. Morgan, and | were finally approved by the Senate by a vote of 49 to 10. The provision for an extra month's pay for congressional employes was stricken out” ‘THE LEGISLATIVE BILL. PASSED. The conference, report on the legislative ap- propriation bill was then presented and agreed to, after an explanation. by Mr. Allison that all | controverted points had been arranged except | two—thove as to clerks of commitices now re- ceiving a per diem compensation and as to clerks of Senators now receiving a per diem compen- sation, both these classes having been placed on the annual list by the Senate. A farther con- ference was ordered. ‘The House amendment to the Senate bill for the inspection of live cattle, hogs. &e., intended for exportation was concurred in. A further conference was ordered on the Indian appro- priation bill. EXTRA PAY TOR NIGHT WORK. The conference report on the bill to re- vise the wages of certain employes in the government printing office was presented and agtééd to. It allows 20 per cent additional pay for night work. The message from the House in relation to the death of Kepresentative Phelan of ‘Tennessee was laid before the Senate. The usual resolutions of regret and condolence Were offered by Mr. Harris and agreed to. Kemarks in eulogy of the deceased were made by Messrs. THE DISTRICT APPROPRIATION BILL. The conference report on the District of Columbia appropriation bill was agreed to. A Senate bill was passed grant- ing = pension of $100 per month to the widow of Major General Judson Kilpatrick. Mr. Simonds presented a conference report on the copyright bill, in which there wasan agree- ment except ny the Sherman amendment. By a vote of 139 to 90 the House adopted the report. adhering to its opposition to the Sher- man amendment. ‘This amendment was thus Yetta the only obstruction in the way of the | enactment of the law. ‘The Post Oftice approvriation bil! was sent to conference. March Wind and Snow—A Slippery Time in Washington. t ‘March's menagerie has evidently struck town right end first. The growiings and the roar- ings of the elements that have been heard fora few hours past leave no doubt of the typically leonine style of entertainment that is being furnished by the month of blusterous uncer- tainty. The temperature has been steadily drop- ping ever since Saturday and the finishing touch | came last night when the clouds opeued and let down a quantity of light snow, to cover the earth and to give the trees a crop of frost blow | soms. To a certain extent it surprised the town, and to a further degree it disgusted the | community, largely composed, as it is, of young | men who have rashly promised their best girls a sleigh ride on the “next snow of the winter” in the fond but futile hope that there would be no next snow. Then, again, the snow delighted & lot of those folks who have graduated into the belief that they are weather prophets, | and who have been gravely shaking their heads of late and saying that there would be trouble | if the snow did not hurry up and get here, as it had to come, and had better before the sap was well started, and these folks are wading through the snow today and smiling and murmuring some- thing about “I told youso,” while the glad- some voice of the joyous snowshoveler, who didn't hope for another storm, is heard in the land. : A SLIPPERY TIME. As usual the snow caught hundreds of horses smooth shod and as a result there was a slow- ness and 2 slippery-slidiness of transportation this morning that soon became painful. But around all, and with all, and over all, was a certain fecling of dampness that bespoke the inevitable thaw, and sent a shudder of fear along the spine of the dreader of pneumonia, the mair of rubber overshoes and {ur muffler, aud cabs and car tickets, and a thrill of delight to the hearts of the young men of ampic leisure whose tastes run to corner loafing on a sloppy day for purposes of observation. And the violet vendor diseppeared from view for a brief season, giving the effect of a partial eclipse to the streets for the time being. States- men whose days as Washingtonians are closely numbered swore inwardly and outwardly that they were glad of it, with certain blank spaces in their printed remarks that served to show that they were in earnest. HOW IT WAS ELSEWHERE. It wonld seem from reports that come in from elsewhere that the local cold snap is nothing as compared with those that have struck some other places on the American horizon. That seems to be such a pity. Washingtonians never are distinguished by having the very coldest or the very warmest weather of the country and here we are right at the seat of war, es ae — always gets that very medinm semi comfort when there i any bad weather of any sort being passed around that offers no sort of chance for pride. But as to the present difficulty. In New York, for instance, the thermometer that gives Sergt. Dunn his tips on the weather plunked down to nine degrees good—that is. above zero—and the small town of Honesdale, Pa., was honored by an instrument that allowed itself to be cornered to the extent of ten degrees below. But as against the record of that ma¢hine in St. Johne- bary, Vt., that made a record of “from twenty- five to forty-five degrees below zero,” the modest piping of the Washington thermometer to the tnne of about twenty above is not to be thought of. one are Secretary Young's Latest Bulletin.
