THE EVENING STAR bas the fullest_Local (Cirentation of any Newspaper in the World, and an Ad Mediam i» worth more than all the other papers pabliched in Washington. ——————— ‘The Methodists bave celebrated the centenary of the death of Wesley with becoming im- Pressiveness, and high tributes to his memory have Leen paid by members of other denomina- tions of Christians. As the founder of Methodism and the most original and impor- tant character in all the history of that branch of the Christian church Wesley stands well toward the front of the world’s religious teach- ers. The great denomination whieh has sprung into being in sympathy with the system he Promulgated has identified iteelf intimately with American life in all its higher aspects. There can be therefore no commemoration by any part of the American people which is of higher import in moral and spiritual things than the celebration of such a religious leader’ death, relating back, as it does, to his life- work, and connected. as it must be, with the fruits thereof in all the past and future. But the name of Wesley is of even greater signiti- cance, for such commemoration is not con- fined to any particular country, but is co-ex- tensive very nearly with Christian civilization itself. —_—____-- Farewell, Congress Fifty-one! As our local legislature you have done some things you ought not to have done and left undone some things you ought to have done, and now there is little left to say except to wish that you may ase the re- maining hours of life in repairing errors and brightening of the record. You have accom- plished some very important things for the capital, notably in the passage of the Rock Creek Park bill and of the new post office bill, and in many respects your treatment of the District has been considerate and liberal. You have made asad mess of railroad iegislatio and have shown a disposition to be cranky and unreasonable about the zoe. But on the whole, im comparison with previous Congresses, you | have treated the District well, and, locally speaking. we say good-bye with some rogret. One of the urgent needs of Washington was legialation in respect to the Police Court, which had been practically overturned by a recent Supreme Court decision. This measure has been pulled ont from the wreck of District leg- islation and pasced and Washington congratu- lates itself. It is a curious condition of affairs when the passage of anessential and almost an- opposed measure by this great city’s legislative body should be reasonably hailed with the same joyful surprise that is displayed by him who draws the prize in a lottery. When to the additional judge and the jury are added better accommodations for the conrt, and a civilized substitute for the Black Hole of Calcutta in which the prisoners are confined, the Police Court will not only perform its funetions more efficiently, but the discredit of the antiquated and barbarous features of its accommodations and its workings will be removed. So The law prohibiting the sale of liquor within one mile of the Soldiers’ Home property turns out to be a tolerably comprehensive prohibitory measure, affecting a small portion of the city itself. Its application is, for the most part, however. to the suburban and rural section of the District, in which public sentiment is strongly against the saloor, and which under a system of local option would doubtless vote for | plece--eitend | you will find these weaves, but Jan ey | stays xs tor prohibition. Between this law and the pool selling measure which,.it is hoped, will destroy Washington's Monte Carlo and drive the sellers out of the District, Brightwood avenue and the other suburban thoroughfares will be relieved to a great extent of the ugly features against which loud and just complaint has been made. -—___+=2_____ ‘The subject of irrigation of the arid lands in the far west is and will continue to be one of importance. The publication of the first census bulletia ever issued on the subject, therefore, is interesting apart fron: the valu- able information it contains. The present acreage under irrigation approaches the maxi- mum with the present supply of water and methods of using it. The irrigators look to the adoption of systems of storage for the con- servation of flood water, such large waste sup- plies of which have within aday or two de- stroyed some of the most flourishing towns in the territory. _ + Congress bas not only cut off a story from the new city post office building, but has in- creased the cost limit to two millions of doliars. Both aetions are in the direction of giving to the eity and the nation a handsome structure, reasonably safe against fire, of suitable ma- terial and good arehitectural effect, in place of the disfigurement of @ vast, unshapely mass of brick. —_—_+-+_____ If the sessions of Congress were of something like equal length there would be better legisia- tion, because the hurry at the end could be avoided.
