But it ineludes some things which ought to be enacted into law. The plan con- templated of a single commissioner, with the chief examiner and secretary as deputies, one of whom is to © abvence of the com. missioner, and by hia express authorization, in nota new sa, It is commended by those who think that responsibility is mot easily divisible in such matters. The objection that | only one party is represented at a time is met by requiring that the first depnty shall bea member of the opposite party from that of the commissioner. ‘The principal departure of the proposed measure from the existing law is the extension of the merit system to offices having a3 many as twenty-five employe. At present the kaw applies only to offices where there are as many as fifty employes and more. Other provisions change the Pendleton statute, how- ever, in important respects, and the whole | measure is worthy of careful consideration. No more absurd and in- jurious schedule of salaries could be devised than the one in force, which rewards richly and excessively purely ministerial labors, and meas- ures cheaply judicial labors by men “learned | in the law” in a court of the extraordinary and | important jurisdiction of the Supreme Court | of the District of Columbia. The propo- sition to increase the pay of the District judges ix as wise and timely as the proposition to redvce the compensation of recorder of deeds. May it receive more attention and meet with a better fate than the latter! 2 —— It is Mr. Gladstone's crown of honor that the older he grows the more he is disposed te con- cede to the demands of the age. No matter what the question is, if he finds that his grounds of twenty years ago are untenable now he abandons them withont hesitation and with the frankest statement that he finds them to be un- tenable. In the matter of Lrish and Welsh dis- establishment this tendency of the great lib- etal’s mind is well illustrated.
