RETIREMENT OF JUSTICE STEPHEX, An address will probably be submitted this week in the house of commons looking toward the removal from active service of Sir James Fitzjames Stephen of the queen's bench division of the high court of justice. Justice Stephen is one of the ablest members of the English judiciary and an author of high repute on the subject of criminal law.
