WASHINGTOD FoRspay February 04, 1901 THE EVENING STAR bas the fullest Local Cirealation of any Newspaper In the Worlds and as an Advertising Medium ix worth mere than all the other papers published im wi ee ‘The idea seems to prevail in the House that ‘as the government now pays a fair proportion of the ordinary expenses of the eapital, and as ‘there are some small items in respect te which it pays, perhaps more than its Juxt proportion, therefore the District onght not to complain when national expenditures, however large, are imposed upon it. The people of the Dis- trict ask only justice. The implied agree- ment in the beginning, when the inhabitants of the city were few and when the original owners of the soil gave more than half of the ¢ity to the government ontright, was that the work of developing the pretentions capital which the government had planned should be performed by the government. But the United States did not fulfil the national obligation, though reports of Congressional committees repeatedly recognized its existence. The work of capital-making was substantially to the people of the efty who staggered for more thon three- fourths of a century under aloud heavier than they could bear. Comparatively recently in the history of the city the government hax met half of the expense which in the beginning it was to hare paid entirely and which for the greater part of the city's history it imposed almost exelnsively upon the local residents. The District is willing. even anxious, that an account shall be struck, taking into consideration the local and government expenditures upon _the city from the beginning, and judgment passed upon the result. Such reekonings have been made and reported to Congress, and in the face of the showing which they make it is wholly unreasonable to contend thats general policy of fair treatment for the present, which does not even compensate for the neglect and in- Justice of the past, should quiet local complaints of improper exactions in detaila of items relnt- ing to the present and future. The expenditure over which the present discussion takes place is that for the maintenance of zoological park. It is insinted by some members of Congress that the people of the District did nsk and work for a local menxgerie, that the benefits of such a menagerie will be enjoyed mainly by the small boys of the Dis- trict, and that not only one-balf, but all of the expense should be paid by the District. What the District asked for was the Rock Creek Na- tional Park. What it wanted for itself was a “breathing place” and « protection against the conversion of Rock creek into an open sewer. ‘The menagerie was the pet scheme of Mr. Hornaday and the Smithsonian Institution, whieh already had the pucleus of a collec- tion in its possession. Members of the House say that the ““Zoo” is a local institu tion in other cities and should be paid for by Washington. Very well. Treatit as a local in- stitution here. Put the ground which has been purchased in charge of the Commissioners. Postpone the purchase of the wild animals un- til the District can afford to pay for them and to indulge in the luxury of a “Zoo” of its own. Or let the ground purchased for a “Zoo” be merged in the National Rock Creek Park. Strike out the items for the purchase, one-half at District expense, of wild animals to be under the charge of the Smithsonian Insti- tution and owned by the government. Strike out the item for the present fitting up the ground for zoological exhibits. What taxpay- ersof the District are demanding that over $30,000 of their money which is needed this year for street improvements and other current expenditures shall be paid for monkeys, monkey houses, &c.? If Congress is to act in this mat- ter as the legislature of the District and to rep resent their wishes as to the dis- bursement of their taxes, it will not spend one cent of their money in this way, even if the Smithsonian Institution is pre- vented from purchasing wild animals for the present. Either the government which is to get title to the animals should buy them for it- self, or they should not for the present at least be purchased at all. CE oe One story has been struck from the new post office building im order to permit it to be made fire-proof within the amount of the ap- ‘The building ought to be just as high aa it can be built, not to exceed in cost the appropriation, of suitable materials, fireproof, and with proper —_archi- tectural effect. And it ought not to be any higher, whether that height is six. seven or cight stories. It isas unwise to compel the use of unsuitable materials and an ugly architect- ural design for the building by an arbitrary provision concerning ite height and a limita tion upon its cost, as to decrease the safety of the structure by asimilar requirement.
