VOORHEES’ CREDENTIALA. ‘The credentials of Mr. Voorhees for bis new senatorial term from March 4 next were pre- sented and pliced on file. Mr. Sherman criticised the use by the gov- ' | ernor of Indiana of the phrase that he “com- PRINTERS. missioned” Mr. Voorhees as Senator. PROFESSIONAL - Mr. Hoar suid, however, that he understood PROPOSALS: that in some states (and perhaps in Indiana) EALLBOADE the statute mace it ihe duty of the governor to “commission” Senators. It was a surplusage, or phrase, used in a sense a little different from its ordinary sense. Mr. ‘Turpie, who had presented the ere- dentials, said’ that the phrase bad to be taken in analogy with the federal statute, and that “commission” was equivalent to “certify.” ‘ME. HANSBROUGH'S CREDENTIALS. The credentials of Henry C. Hansbrough as Senator-clect from the state of North Dakota for the term commencing March 4 next, were presented and referred to the committee on privileges and elections. ‘To INVESTIGATE THE PRINTING OFFICE. Mr. Manderson, from the committee on print ing, reported a resolution (which was referred to the committee on contingent expenses) pro- viding for a joint committee of the two houses to examine into the matter of public printing and binding and of distribution of documents (including the Congressiona: Kecord) and re- port as to what reduction and improvement should be made therein; and Mr. Sherman snggested the appointment of an editor for the Congressional Record to prevent duplications. Mz. Carlisle offered resolution (which was agreed to) calling on the President for copies of recent correspondence with the minister of Brazil, with translations of the recent laws of Brazil’ in reference to the importation of cer- tain products of the United States into that country. THE EIGHT-HOUR BILL. RECOMMITTED. At 12 o'clock the unfinished business was laid before the Senate, which was Mr. Harri motion to lay on the table Mr. Blair's motion to reconsider the vote*recommitting to the committee on education and labor the bill pro- viding for the adjustment of accounts of laborers, workraen and mechanics arising under the eight-hour law. ; ‘The motion to lay on the table was disagreed to—yeas, 29; nays, 31. ing on Mr. Blair's mo- ‘The question rect tion to reconsider, Mr. Morrill called attention to some gross inconsistencies in the bill as it now siood and said the whole principle of the bill was a very vicious example to be set to the states in relation to the eight-hour folly. ‘Mr. Vest also pointed out objections to the second section of the bill and said he would never vote fora bill that was so absolutely stupid as that. ir. Hawley was not only in favor of recon- sidering the motion to recount, but would, if that motion prevailed, move to’ recommit the vote ordering the Dill toe third reading and then move to substitute a simple proposition to repeal the statute of limitation as to those claims. He had reason for saying that the ciaimants would be satisfied with that, and why could not the government be satistied with ii. Mr. Edmunds appealed to Mr. Blair not to oppose the recommitment of the bill. r. Blair objected that its recommittal at this stage of the session would be equivaient to its death ‘Mr. Edmunds remarked that the bill, as it stood, was a burlesque and impossible of execu- tion. By a vote of yeas 28, nays 29 the senate re- fused to reconsider the vote of Saturday night last, recommitting the eight-hour bill to the committee on edneation and labor, and the Dill, therefore, stands recommitted. ‘TRE COPYRIGHT BILL. The Senate then proceeded to the considera- tin of the House copyright bill, and Mr. Platt (who has charge of it) made @ brief explana- tion of and argument for it. It was practi- cally (he said) the Chace bill, as it passed. the Senate two or three Years ago, except in one ticular: that was, that it depended upon foreign countries adopting similar legislation. CP A THE VACANT SECRETARYSHIP. Some Keasona Why Indiana May Not Get It_Mr. McKinley and Mr. Cannon. It is not generally believed by thove familiar with the political considerations involved that Mr. John C. New will be cailed from abroad to take the secretaryship of the treasury. It is understood that Mr. New would like the position, but there are reasons which will prob- ably prevent its being offered to him. Mr. New and Treasurer Hustor are both being urged for the place by their friends. Mr. Huston particularly is being pressed to the front. For Mr. Harrison to select either would be to offend the friends of the other and to offend a factional spirit Indians politics, which he bas already had trouble enough tokeepin restraint. It might be a serious thing for him to provoke further an- tagoniems in his own state. and in this case there would be nothing in particular gained by facing the danger. THE PROBLEM BEPORE THE PRESIDENT. ‘The problem before Mr. Harrison in making the selection of s successor ta Mr. Windom is one which must have an influence upon his political future. Some of the best informed of ‘is political friends they are confident that he will not make the mistake wf selecting either Mr. New or Mr. Huston. They say that with the ee political situation that is con- fronting him Mr. Harrison will find it wise to foie enc aes in y Iminister tariff law which bears his name, that he may press that forward ss « jount issue and try to win favor for st by the method of its administration, and at the same time pressing the silver question back to a secondary place, or else he must select an all- sround man from the west, who will have due regard for the sentiment spread abroad in the snd and _ which caused the upheaval of November last, and who at the same time will be sound enough on the money question to prevent the eastern financiers from being apprehensive. Both the tariff andthe money questions are involved in the selection of the new Secretary. If the tariff is to be given the most prominence, then Mr. | McKinley, with is radical views, would give tive character to that issue. A conservative ‘and very cautious business man who would not in himself represent radicalism on either quos- tion might, it is believed, make the best Secre- tary under the circumstances. The selection of Mr. McKinley is precluded by his strong in- disposition to serve. The selection of the other sort of Secretary is rendered difficult by the scarcity of men of the sort desired. LOOKING TOWARD MR. CAXNON, After canvassing all the names that have been mentioned in this connection, it is believed by some of the leading republicans that Mr. Can- non of Dlinois will be chosen. It is held that be would not represent radicalism on either the money or the tariff question and that be has a good know! of fiscal affairs, and that while his name would not provoke ant onisim in the west, he is sufficiently cautious in Gnancial matters 40 satisfy the it on this point. GEN, MILES PROVOKED. He Wants to Come to Washington, bat Permission ts Withheld Gen. Miles wants to come to Washington very badly, and, it is understood, his object is nota very peaceful one. It is said that he has asked Gen. Schofield for permission to leave his command, and usually such a re- quest means the leave being granted without hesitation. AFTER GEN.
