Cireulation of any Newspaper in the World, and as an Advertising Medium is worth more than all the other papers published in Washington. ———————— Senator Stewart is attempting to flank the House and put silver free coinage into the legislation of this Congress by amendment of the pensions appropriation bill. By tte rules of the Senate it can be done. The House rules exclude riders, but they sometimes get in by way of conference between the two houses. it isa shrewd move, but requires the happening of several things to ensure success. Suppose it passes the Senate and goes to the House and there are not enough silver coinage members to pass the amended Lill. Would the Senate in- tint and cause the loss of a popular and neces sary measure? This is not probable. Again, suppose there should be a House majority for free coinage, and the pensions bill goes to the President, would he sign it in such question- able shape? The sirategy of Messrs. Gorman and Stewart—for it is reported that the Mary- land Senator suggested the move—is both shrewd and bold. but there are mawy diftieul- ties in the way of its execution. — The Chilian revolution began, it is said, asassination and small riots. The president, against whose conservative tendencies the re- volt seems to be aimed, took office in 1836 as a progressive, strange to say. It is chorged that | his principles have succumbed to his love of | power and personal vanity. The rebellion, at first successful, hes latterly lost gvound, the | rebels losing control of some important towns which they had occupied. The committee shows a dis- position to take active and earnest measures im the performance of its duties. Assistance of every sort in aid of the establishment of great universities here is well bestowed. In the library department tie Latin-American library project, and the proposed cirenlating | library and reading rooms for the city farnish | practical objects upon which intelligent and enthusiastic labor can hardly fail to accom- plish great public benefit. The need of the local library is obvions to every one who has knowledge of the facts, and whoever is instru- mental in giving it existence will be a public benefactor. — ee a That wily politician, Sir John Macdonald, Canadian premier, is making a feint in the | direction of reciprocity for election purposes. Sir John has not been heretofore favorable to this republic in public policy and his present attitude seems to have been inspired altogether by his fears of not securing enough votes to make his party solid in the parliamentary elec- tions soon to come off. Still the strong trend of sentiment in the Dominion in favor of rec’ procity may mak» him and his party do some- thing more than deal in empty promises. We shall see what we shall see when the commis- sion comes after the Canadian elections are over. If the conservatives are successful in the balloting it is not probable that any pro- posals will come from the commission that this | goverument can accept. ——____ The oyster problem assumes large propor- tions in the public thought of at least three states, Maryland, Virginia and North Carolina. The newspapers have excited the legislatures and state authorities to the point of high talk atleast.
