Representative Dockery of Missouri, who in- troduced the resolution under which the silver pool investigating committee was appointed, was the first witness before the committee to- day. Mr. Dockery said he had no personal knowledge of the complicity of any Senator or Representative in the alleged pool. He bad not heard any Congressman say that they were im the pool, but he bad heard a Senator say that a Senator or member—the witness could not remember which—was implicated. After some hesitation the witness admitted that Senator Vest made the remark. - The chairman announced that Vest Loon aga committee to allow to be Mr. Dockery denied the statement that he had that a democratic Senator or a Rep- a op from Missouri had anything to do wit pool. Commissioner Morgan Says There is No Proof ‘That Indians Are Cheated. At @ meeting at the Friends’ meeting house in Baltimore last night, held under the auspices of the Indian committee appointed by the Baltimore yearly meeting of the Society of Friends, there was a somewhat warm discussion about Indian affairs. Gen. Thos. J. Morgan, United States commix sioner of Indian affairs, took exception to lan- gnage reflecting upon the management of the government's Indian bureau used by Mr. Jos. Packard, jr. Mr. Packard was introduced as ‘one who would speak upon the connection be- tween civil service reform and the Indian problem. During the course of his remarks he mid: “I have read in the newspapers state- ments made from responsible sources that the Indians have been cheated. Bishop Hare and Mr. Herbert Welsh are among my authorities, and their words are corroborated by others.” Gen. Morgan, secording to the report in the Baltimore Sun today, sprang to his feet, full of fire, when Mr. Packard had done. “I ask for one seintilin of evidence,” he demanded, “that the traders or agents have been concerned in stealing from the Indians I have heard Tumors like those which have reached the gentleman who has just spoken, but there is not one word of proof. Mind you, I do not say cheating and stealing are not practiced. merely say there is no proof.” “Why was the agent at Pine Ridge re- moved?” queried Mr. Packard. “Because when the troubles came on he ved to be incompetent,” was the answer. “The man lacked courage and did not know how tohandle the Indians.
