Mr. Wanamaker is desirous of se- euring anew building on cheap land in the neighborhood of the new city post office site for the accommodation of the over- crowded Post Office Department. Ad- Gitional quarters are very much needed, the project is a reasonable one, and it meets with considerable legislative favor. In the event of this removal, Mr. Wanamaker suggests that the lower floor of the present Post Office Department and the covered court be devoted to pablie library purposes, and that the In- terior Department, which needs more room, eceupy the remainder of the building. Such @ location in connection with the Interior De- partment would be an admirable one for a general departmental and public library. The Interior Department would furnish far more of Gireulnting books than any other department to © general ntal library. It would supply nearly one-half of the whole number. ‘These books are at present, as a recent article in Tux Sram shows, in dark and ‘unsuitable qoarters. By putting them in light and large rooms, still in the same build- ing with the Interior Department, as proposed by Mr. Wanamaker. there would at least be no inerease of inconvenience in their use by the clerks of that department, and if they were ‘made part of a general departmental and publie library a fine collection would immediately be- come available for the use of everybody, and would certainly grow with great rap through private contributions. Tho principal need is room space. If the government will supply it in connection with a general depart- mental library, or without reference to such a Library, no matter in what location, the books will be found and the free library will spring into being. - 2+ ‘The movement in Pennsylvania to erect a monument by the state to the memory of James Wilson does honor to its promoters. The Monument is not needed to commemorate the tervices and character of Judge Wilson, but only to show that agreat state is duly im- Pressed by the leading events in its history and by the leading minds who have shaped those events. James Wilson wasa star of the first magnitude in the convention that framed the federal Constitution and he, more than any other man, gave the impetus to the popular ratitication of that Constitution by the central states, the earliest to adopt the great instru- Ment. He was one of the most learned and practical members of the Supreme Court in its early days. Thusin all that organizing work of government and law, without which the repub- lie would have been short-lived, the band of Wilson was one of the most potent that were outstretched and his brain one of the most practical that were exercised in the great prob- Jems of the hour. What is due to these builders is known only as their work rises, more and more impressive, before humanity. ~ ee One of the colossal problems of the world’s fair is that of transportation of passengers to and from the grounds after they have got into Chicago on its twenty-three railroud lines. ‘The railway people say they cannot provide to lay tracks and build the 1,500 additional pas- senger cars which will be needed if the fare be limited to five cents or ten cents for the round trip. It is estimated that facilities now exist for transporting 140.000 persons per hour, and ‘the fair directors ask that these be increased so a8 to take 250,000 an hour. ‘The engineers’ re- port shows that an expenditare of 26,348,000 will be required tocarry the crowd to and from Jacksou Park. ee Discussion of the District appropriations bill in the House has taken a very wide range.
