The District does not concede and cannot afford tu concede that as a | matter of law anything less than a constita- tional amendment can alter the boundaries of the seat of government created in accordance with the provisions of the Constitution. But as a matter of fact such an alteration has been effected, and it will be only after an mteresting legal straggle that the situation can be cor- rected. Dr. Gallinger, the repub- ican nominee in the latter state, is an able ex- member of the federal House of Representa- tives. Ex-Gov. Richard Oglesby has served before in the Senate. His election depends ‘upon the defeat of the democratic candidate, ex-Gor. Palmer. The three Farmers’ Mutual Benefit Association members of the Hlinois legislature hold tho balance of power and de- ¢line to support the nominee of either the re- publican or the democratic caucus. Palmer having been designated by democratic con- vention and popular election the democrats do not nominate him in caucus. Whether the farmer members will regard this designation as the equivalent of a caucus nomination is not yetclear. Two points in the caucus results alluded to are the failure of Senator Chandler's program in the granite state and the over- throw of an enemy of the aduunistration in the prairie commonwealth. ———-e—____ A Dill has been introduced in the New York legislature which bas some good in it. It is Senator Loughlin’s bill to increase the terms of state officers and senators to four years and those of assemblymen to two years, and to provide for the holding of all state elections in the even years, leaving the odd years for mu- other local elections. It is said that while this is not a new proposition it has never before been put in definite shape.
