THE EVENING STAR has the fullest Local Cirealation of any Newspaper tn the World, and as am Advertising Medium Is worth wore than all the ether papers published in much encouraged by the success of the Balti- ‘more and Potomac in getting all it wanted from Congress in legalizing its illegal acts and grant- ing it additional property and privileges with- out exacting from it any improvements what- ever for the public benefit. In the Farwell bill, favorably reported to the Senate, the Baltimore and Ohio seeks the reward for ition or nom-interference with the Baltimore and Atkinson Dill be applied to it. if one railroad is permitted to do as it pleases im South Washington the same privilege is reasonably claimed by another railroad in East Washington, and will be demanded by the new railroads to enter West Washington. Such legislation as the Atkinson bill threatens every section of the city, and Northeast Washington is how appreciating it more keenly than ever before. The or and Ohio's request is somewhat more modest than the successful de- mand of the Baltimore and Potomac, in that it proposes to remove # considerable stretch of the existing dangerous surface tracks and to bridge certain streets, thus abolishing a mamber of grade crossings, whereas the Baltimore and Potomac retains and per- petuates every one of its death-traps. But in spite of the proposed reduction of grade-cross- ings the Baltimore and Ohio proposition is very objectionable. The station is retained in its present unsuitable location, “‘under the very cavesdroppings of the Copi- tol,” as Senator Ingalls once put it. ‘The proposed loop, four tracks in width, eurving into the present station site and curving out agin to reunite with the tracks on Delaware avenue is, in the shape proposed, highly objectionable, and if created would ng- gravate, if that were possible, the evils of the present occupation. The plan involves the surrender of important streets like North Capi- tol street to railroad purposes and the closing of other important public thoroughfares. A broad stretch of impassable railroad territory would be established near to the Capitol, sepa- rating well-populated portions of East and ‘West Washington and cutting off the natural communications between these sections. ee ‘Speaking of the action of the Supreme Court ‘upon the British application in the Bering sea controversy the London Times sa its de- cision in favor of Mr. Blaine’s contention would im no sense be binding upon us, and an adverse decision would put an end to Mr. Blaine’s policy at a stroke.” The purpose of the movement invery clear. It isnot disguised in Great Britain, and the effort of pro-English anti-administra- tion newspapers of this country to confuse the matter, to deny that an appeal has been made from one branch of the government to another, involving a disconrtesy to the branch ignored, and to represent the application as insome way & delicate compliment to the Supreme Court and the nation, is rendered absurd by the can- did statement of the Times. The republic, through its authorized diplomatic representa- tive, rejected the British proposal of a certain kind of arbitration in respect to the Bering sea controversy and suggested another kind. Great instead of replying to the American suggestion, attempts to shift the controversy to the Supreme Court and to obtain from that tribunal a decision upon the points that it wished to submit to arbitration, which, if unfavorable, would not bind it. and, if favorable, would, it claims, overthrow the American contention in the pending diplomatic negotiations. Evidently the republic will not ‘permit itself to be placed at the disadvantage of this Jug-handled arbitration, and whatever steps it is found necessary to take to avoid it will doubtless be taken. +2 ‘The total vote of the Methodist laity on the question of women delegates to the general conference is nearly 400,000, and is much Greater than wasexpected. Three-fifths of this ‘vote was cast inthe affirmative. The question is practically settled so far as the lay vote is concerned. The ministry have yet to express their judgment in the matter. Three-fourths of the ministers must vote for the proposition and after that two-thirds of the next general eonference must concur in the decision reached before the change will be made. nae ‘The managers of the Association ball to be held in Richmond shortly for the benefit of ‘the Society for the Preservation of Virginia Antiquities have decided to invite neither the President nor Secretary Blaine. Evidently one of Virginia's grandest antiquities—courteous hospitality—is in need of preservation by the society. Senator Vest proposes to prevent frivolous Proceedings before the Supreme Court in the political surprises is at its climax. —______o +e —___ ‘The alliance grip is on bleeding Kansas. The farmers have carried the house organization and five republican recalcitrants keep the senate from organizing on republican lines.
