THE EVENING STAR. WASHINGTON: TRE EVENING STAR has the fellest Leral Cirealation of any Newspaper in the Werld, and as an Advertising Medium is worth mere than all the ether papers published in Washington. ——_EE Sw" Correspondents are informed that anony- mous commumications sent to THE 8TAR are not read. If matter is not worth the signature of the writes & & not worth writing, much less printing. ———_—_s2s—_—_ ‘The year 1890 has had its full quota of note- ble events. While the annclist will record no great wars, no such calamitous single events a have characterized some previous years, few inventions of startling or revolutionary import- ance, few ravages by pestilence, there have the age. A full statement of these memorable things appears in another part of today's Stax. But some of the larger items of the index may well be considered bere in their bearing on history. Of American events may bill, the elections in the fall transferring in the §2d Congress and in some of the states, party control from the republicans to the democrata, the visit to Washington and other cities of the British iron manufacturers, the {discussions in the Methodist Church of woman representation in the general conference, and in the Presby- terian Church of a revision of the denomi- national ered, the revolt of the Sioux and death of Sitting Bull, with peril of a general Indian uprising. Among prominent events abroad are the resignation of Bismarck and change of do- mestic policy in the German empire from the mastership af a class to a policy of liberal ten- dency; the visit to Europe of an American naval squadron of evolution; the adoption of a new constitution by Brazil; the split of the Irish parliamentary party; and, greatest of all, the discovery, not yet perfected, of a remedy by Dr. Koch for tubercular diseases. Both in London and in American cities, notably New York, a great financial pinch marked the cloe- ing months of the year, the worst effects of which are probably now passing off into a re- vival of contidence. Tee ‘The Senate went into executive session yes terday, but it was after an extraordinary se- sion of the republican caucus held without the usual preliminary notice. If the election bill or any financial measure passes this Congress it will be because all the signs that render in- telligible the conduct of public men will hav failed. The speeches of Senators Teller and Wolcott and the critical attitude of Senator Hale are either significant of much or they are the The question is epee presente be further government supervision of federal elections? Simultaneously the silver repub- licans who deny the present necessity for such legislation affirm the urgency of the passage of a free coinage bill. The demo- erats, some of whom are not silverites, are. all opposed for obvious reasons to an election law. Here is the opportunity for a po- litieal coalition such as bas been predicted for several months. The election bill has not the support of the united republican party. Judg- ing by the revelations of yesterday's session of the Senate there is no prospect for unity on this question. There is also little more prospect for harmony on financial questions. Indeed, from indications in the press and Congressional pro- eeedings it would appear that the people are not tearing their hair in vexation because of the probable failure of legislation on these sub- jects. The country is doing pretty well and drastio remedies might in the present condition ef things do more harm than good. ——-_—_o+e—__— ‘The civil service commission defends itself with considerable vigor against the reflections upon its work and upon the civil service system which the Postmaster General's official report, even after revision and blue-penciling, eon- tained. The controversy over the question of the percentage of “eligibles” who fail to fill easily accessible facts and figures. mission makes a strong showing in support of the claim that Post Office Department ap- pointees under the merit system have been demonstrated to be more satisfactory and efficient than those under the patronage sys- tem, the demonstration including admissions by the Postmaster General From the very tare of things the fact could hardly be other- wise. It is unfortunate, however, that this squabble should have occurred. If the sug- gestions and criticisms from the Post Office Department in regard to the examinations of applicants for office and to the character of “eligibles” turned out by the examination ma- ehinery, had been placed before the commission instead of publicly before the President, either wise changes could have been made in the ex- amination, or the commission might have con- vinced the department of error in its views without the annoyance and embarrassment of ® controversy on the subject before the Presi- @ent and the public. The commission and the departments ought to work together. ——— Eighteen hundred and ninety-one!
