4 WASHINGTON mere than all the other papers published in Washingtos. —————————— ‘The condemnation proceedings to secure the site of the new post office building are weil ader way, and the time is close at hand when the character of the building to be erected mst be determined, and the pians prepared. This is an exceedingly important question. Either the great historic averue of the nation’s eapital will be disfigured by an architectural ‘monstrosity, or a structure architecturally wor- thy to oceupy « conspicuonsposition on the broad avenue between the Capitol and White House ‘will adorn the city, and delight the resident and visitor of taste. The site of the new naval observatory upon which a creditable building is going up, and the north side of Judiciary Square upon which stands a discreditable structure are comparatively inconspicuous. A trip outside of the city must be made to enjoy the former, and visitors with some develop- ment of the artistic sense can by hook-or-crook be kept from a view of the pension office. But an eight-story building on Pennsylvania will avenne cannot be hid. It display either beauty or deformity te all the World. The appropriation for the building is $1,900,000, with the proviso that it shall not be less than eight stories high. The State, War and Navy building is 471 feet by 253 feet, five stories high. and cost 12,000,000. ‘The pension office is 200 feet by 400 feet, three stories high, and cost €1,000,000. The square forthe new post office is 200 feet by 306 fect. For post office purposes the building should extend over the whole square, giving the greatest amount of ground-floor space that can be obtained. If only the ground floor is to be used exclusively by the post office the 60,000 feet of spuce will soon be needed. But if the building is to be erected over the whole square to the height of eight stories for $1,990,000, a structure resembling the cheap brick barn of the pension office is evidently more likely to result than any of the handsome and likewise more expensive types of building. A comparison of the figures of dimension, height and cost, given above, suggests this danger very strongly. The great points to be secured are post office accommodations as mach on the ground floor ax possible, and the erection of a building on the site of suitable material and of a design worthy of the conspicuous position. Nothing except the law demands that it should be eight stories in height. Nothing bat the law requires that ‘it should cost less than two million dollars. Either an increase of the appropriation or a reduction of the height may be found unavoid- able unless an enlarged edition of the brick pension office or national museum building is to be planted on the avenue, » catastrophe too horrible even to imagine. If the plans of a suitable building cannot be made to adjust themscives to the specified cost and height ‘the fact cannot be known too soon, and either the cost or height cannot be changed too quickly. —— It makes a difference whose ox is gored. Philadelphia has been willing, even anxious, if its Representatives and newspapers represent it, that the Pennsylvania road should control things in Washington as it pleases. But now Philudelphia wante an increase of terminal facilities for other roads and the construction ofa belt line, and the Pennsylvania railroad has selfishly placed itself in opposition. Since public sentiment bas an effect upon municipal legislation in Philadelphia it seems likely that the railroad, powerful ax it is, will go down be- fore the movement of the people, backed by the local presa. Meanwhile Washington ex- tends to Philadelphia profoundest sympathy. It must be confessed, however, that the capital de- Tives a melancholy satisfaction from the recent flaming head-line enquiries of the Philaeiphia Record: “Who Shall Rule? The Pennsylvania Railroad or the People of Philadelphia?” and from the Philadelphia denunciation of this road as a corporation “now grown fat and pros- perous and ready to bite the hand of its bene- factor.” The home city of this corporation makes a vigorous and inspiring companion in misery for the capital. ———————— Some news just received from New Mexico will add anew paragraph to Wendell Phillips’ lecture on “The Lost Arts.” The Aztecs had a method of smelting metals different from and superior to the mode now in use in the land where they lived, and two years ago one of these ancient smelters was found. It was not more than five feet in height and not over three feet square, but was so arranged that heat could be evenly distributed by a system of pipes.
