Gloves?— Palais Royal Gloves are warranted, ‘The Honse of Representatives has acted wisely in promptly passing the bill for eon- tinuing work on our coast defenses. The ap- tion is, unfortunately, small, it is true, but it shows that our people are awakening to realizing sense of this important matter. We are not a warlike people. We have no am- bitious projects of conquest in view. We desire to be at peace with all the world. But to maintain » peaceful and dignified attitude we must be able to defend ourselves in case of attack. For some years after the war of the rebellion it was a debatable question how best to defend our long and exposed coasts. The subject has now passed beyond the realms of doubt. Guns of heavy caliber, rifled mortars, high explosives and electricity have cleared up all doubts. Weare able now by means of these to make a forcible entrance to any of our harbors, or the taking up of positions out- side that command them a task of such magni- tude that the most powerful navies of the world will hesitate to attempt either. A judi- cious system of coast defenses, such as we have begun, will insure honorable peace to our country and it is the least expensive method that has yet been discovered to accomplish that end. Taking into consideration the value of property put in jeopardy in case of war it is comparatively a cheap mode of insurance. Of course we must bave anavy at the same time we have fortifications, but a navy must not be tied down to a defensive policy. A navy to be efficient must have freedom of action. It must act offensively and be able to take the seas and push its operations beyond the theater of war im our own coun’ No matter how fine a navy we might possess its efficiency would be destroyed if it was tied to the coast and com- pelied to do the dinty of fortifications. It is hoped that the Senate will follow the House of Representatives in promptly doing its part toward supplying the means for continuing this work. ——_—+ 2 ___ The clans met in Kilkenny. In union of Irishmen has been the hope of all liberal minds. That union has ac- complished something and promised to speedily accomplish great things. Without that union all Irish history shows that nothing ean be effected. It is barely possible that the proposed confer. ence at Paris between Parnell, McCarthy Ind O'Brien may arrange a basis on which the nationalist party of Ireland can unite. But personal animosities have been so strongly aroused that the task will be difficult. quarrel over Purnell has not only divided Ire- land, but has decreased the home-rule senti- ment in the English liberal party. The fight in Ireland if it is kept up on the present lines will evidently result in killing home rule and all that will be left to the combatants will be to wrangle over the apportionment of re- sponsibility for the murder. Harmony, heavenly harmony, is a great thing for railroads when secured. But, like many other things. railroad harmony has been chiefly on paper. At present in York and the south the great trunk lines work together for the common good of the trunk lines. In the west the lines have been cutting rates and thereby each others throats. The railway Kings of that section have decided at last to fix up a schedule of freight rates that will live and let the authors thereof severally and jointly live. It is said that the meeting at New York Monday of railroad presidents was larger and provided better machinery than any previous amemblage of such magnates. The reason as- | signed for the belief is that the agreement reached provides a strong body to settle rates. It abolishes agencies. which are costly, and which it is thought have a tendency to unsettle rates. The great question will be the division and distribution of traffic. The “hustler” will want to have the benefit of his hustling, and there is constent danger that the old cut throat game will be renewed. —+2—____ It takes nerve to kill in cold blood. It takes more to commit such a crime elaborately planned along way ahead. It takes.an infinity of nerve to conceive the plan, execute it in detail, and when caught to reveal the same with per- fect composure. Now conceive, if you can, confederates in crime doing these things—one woman! The case of Eyrand and Bompard, murderers of Gouffe, the Paris notary, is a study inthe morbid phases of crime superior to many in fiction. The enticement, the strang- ling, the robbing of the victim, the disposition of his body in a trunk—all the horrid minutie of the most infamous congeries of crimes known to our day—come out in the evidence before the court. —<$_+-—___ Such meetings as that at Asheville, North Carolina, today, if properly managed, are likely to achieve good for our southern neigh- bors. What the south needs now is organiza- tion in her individual development. The im- migration movement there has not taken on yet the aspect of a craze. If conservative methods shall continue to prevail the develop- ment of the resources of that region will be upon rational lines.
