4 THE EVENING STAR. WASHINGTON: December 10, 1990. THE EVENING STAR has the fallest Local Cirealacion of any Newspaper in the World, and as an Advertising Medium te worth ‘more thas all the ether payers pablished in Washington. ‘What will prevent the next generation from doubling or even quadrapling the rate of speed on railway trains? Such is the daring and the success of modern practical science that the public is apt to regard anything as possible. But Prof. R. H. Thurston in the December Forum argues very plausibly that no such speed is likely to be attained with the machinery of the present day. With things as fhey are the passenger train running at the average speed of fifty miles an hour travels as fast as the largest migratory birds and twice as far as the common ficld birds average per hour. Quadruple this speed if you ean in imagination ‘Look at it in another way. The train now goes 3,520 feet in a minute and nearly 60 feet ina second—a speed about equal to that which would be attained by a body falling freely from the top of a tower 60 feet high or from the roof of @ five-story house. Two such trains coming together would be in result equivalent toafall of nearly 230 feet. Prof. Thurston, after stating that the danger and the damage are proportional to the square of the speed, and that an increase from 50 to 100 miles an hour multiplies by for the risk andthe de- straction of life and property in ease of acci- dent, seeks the causes of danger as well as the ementials to the attainment of high speed. Curves in the line of the road must be redneed as much as possible and made as gradnal and of as large a radius as circumstances will per- mit. The road bed must be well made and ballasted. The rails must be heavy and deep so as to preserve their line under heavy pressure. Distances between stations must be so arranged as to have the fewest stations and stops. Tracks should be specially ins, all local and freight being provided with independent tracks. Grade crossings should be avoided and the track fenced in. Then with strength and free lubrication the danger of accidents to the machinery would be reduced to the min- imum. There has been great improvement in most of these things, butin the avoidance of grade crossings this country is still criminally negligent, although in this respect the great trunk lines have made a distinct advance. They, however. make such improvements as the last-named only when public sentiment becomes fully aroused and has power to enforce iteelf. At the republic's capital, where, of all places, there should be safety against accident, there seéms to be plent; of sharply expressed Public sentiment, but as there is no local rep- fesentative government it finds no power of enforcement. Congress, the local legislature Of the District, has not yet been aroused to the danger to which its members and all the indi- Viduals here in the service of the whole people and citizens generally are exposed. With Btade crossings and a rate of specd of 200 miles an hour the loss of life on surface tracks, already large in this country, would be frightfully increased. With increased speed there will go in any permanent plan of improvement increased safety. The sixty- mile train of 1890 is safer to the occupant than the stage coach of our forbecrs. With the maximum of speed should come the maximum Ofsafety. The former must not be developed at the expense of the latter. ++. ____ ‘The congressional representatives of the old soldier sentiment and public sentiment outside of New York concerning the proper resting Place of the remains of Gen. The bill which passed the House last week by an unex- pectedly large majority was substantially the seme bill with the addition of a reciprocity elause. The probabilities are, therefore, that if the measure gets the right of way in the Sen- ate it will again pass that body and that it will become alaw. The objections to the bill have been fully und satisfactorily answered. ‘The only obstacle now is the pressure of business in a short session. Senators will do well to re- move all obstacles in the way of a measure of 80 §reat practical importance. oe ‘The Pastors’ Alliance of Washington are en- gaged in a work of great public interest and utility. They are pressing upon the local leg- islature the passage of @ bill prepared by them- selves, for improving the law of the District in Tegard to the celebration of marriages. This important matter has too long been at the mercy of chance and eaprice. The ministers have decided with good reason thatas they are a Jeading instrumentality in performing the cer- emony the reform of whatever is wrong in principle or insufficient in practice in respect to it might well originate with them. oS ‘The street railways of the city will see in re- cent legislation by the House a fresh indication of the growing public impatience with aati- quated motive power, poor equipment and over- crowded ears, accompanied by the exaction of | full rates of fare.
