He also offered au amend- ment (in the same terms) to a bill now on the calendar, so that the matter can be brought before the Senate independently | of any report from the finance wwmmittee. In | doing so he gave notice that if the elections | bill was not dir of atan early day he should move to lay it aside for the time being, in order that the bill just introduced by him and all other measures relating to the financial condition of the country should be considered. MB. BERRY AGAINST THE ELECTION BILL. | On motion of Mr. Hoar at 1:10 the election bill was taken up, and Mr. Berry addressed the Senate in opposition to it, He said that since he had the honor of a seat in the Senate no bill had been introduced so im it as this one— none 80 in its muences, 80 dangerons to the lil of the citizen and so threatening to the peace, good order and pros- perity of society. It equaled if it did not surpass in its evil constitutional atuendment conferring the right of suffrage on the negro. That amendment had for its ex- cuse the changed conditions bronght about by the war and the alleged necosity of giving rotection to the newly emancipated slaves, Ent for the pénding bill’ there could be no ex” cuse. At a time of profound peace, at a time when the sears inflicted by civil’ strife | had healed and its bitterness passed away,at a time when the relations of the people of the several states were becoming more and more extended and com and when the ablest and beat men of southern states were secking to finda remedy for the evils that sur- rounded them, this bill was brought forward to disturb harmony and to infict an injury on business relations, HOUSE. It seems, therefore, to be a certainty that contirmation will follow nomination. Should Mr. Miller be elevated to the Supreme bench it ix believed that his place as Attorney General will Le tilled by Secrewry Noble.
