MONDAY. THE EVENING STAR bas the fallest Local Ciresiation of any Newspaper in the Werld, end as an Advertising Medium is worth more than all the other papers pablished in Washington. In the three Baltimore districts the vote on conferring representation upon women in the general conference of the Methodist G@hareh stood: 1,484 for; 2.373 against— & majority of 889 against representation by women. Baltimore votes in the same way in which most of the eastern cities have decided, but in the wost the voting is all the other way, and it is now thought that the to admit women to representation will be carried by the popular vote. The women are the active working body in the churches. If they wish this privilege they will undonbt- edly secure it. To remove the prohibition against sach representation does not put any woman in the conference who doea not desire to go, and does not effect voting for women by women for such positions, in places where the feeling is that these particular services are Detter rendered by men. In the eastern churches whose women have indicated by re- fraining from voting or by voting against representation by their sex that on all accounts they favor men for convention delegates, the representation will evidently continue to be male, even if the abstract right be given to the women. In the west the privilege, if granted, will doubtleas be utilized to a considerable ex- tent. But in any event only # small percentage, and that the least self-assertive part, of the ebureh’s legislature will be compored of repre- sentatives of the sex which constitutes over two- thirds in number of the Methodist membership. ‘The fight has, however. only begun. It will goon next spring, eummer and fall when the annual conferences meet. Thee with the General Conference are the legislative chambers of the Methodist Church. That Chnreb, which has shown great conruge in the past in dealing with troublesome questions, will settle this one in a mannet azreesble to the wishes and welfare of that comm! - te The decision of the census committee of the House in favor of adopting the number of 356 for the membership during the next decade, each representing 173.901 persons, appears to give satisfuctien to states that would lose mem- bers onder any other apportionment. While the number is objectionable on the score of in- creasing the size of the House, it has been gen- erally nnderstood that an increase was inevita- ble; and as it had to be made, an increase that was measurably fair toall sections and observed the principle of rewarding the growing states was obviously the one to be adopted. The gain of members is so placed thut no state ex- cept Nebraska cbtains more than two new members and no state whatever losexa member. Of the 2% additions the north and west secure 18, the south and southwest 6, the republican party 17. the demoerntic party 7, placing the states in their party relations before the late elections. But if these relations are in part, at least, to be changed to concede the democrats @ permanent rather than a temporary advan- tage im such statex as Michigan, Nebraska, &c., the democratic guin under the proposed ap- portionment will be greater. The figures are apparently a# fair as any that have been pro- posed, which stand a chance of adoption, tak- ing all interests into consideration.
