STORY OF THE MESSAGE. How It Was Written by the President— Copies tor Congress. ‘The President started work on his message imniediately after his return from his western trip about October 15. His early strokes were somewhat spasmodic, there being no regularity ‘8 to the amount of “copy” which he produced daily. Some days he wrote nothing at all, and on others be was very steady in his ‘pplication of all the momenys left to him by his callers to the Great work in hand. With the exception of a small portion the copy was all in the Presi- dent's handwriting. The other was dictated to Mr. Tibbott. The first part sent out to the clerks to be copied on the typewriter for the’ use of the printer, left the Presi- dent's hands about ten days ago, and from that time up to last Thursday the mes- sage was being materialized on the keyboard of a writing machine, then revised by the Pres- \d then frequently copied again. It is the custom to send the message to Con- gress in manuscript rather than print or type- writer, and the task of preparing a copy for each house is always the greatest labor of the year at the White House. Two trusted clerks are selected and each works on a copy, using the printed sheets as they come from the print- ing office ax “copy.” These messages were written this ps Assistant Secretary Prudenand Mr. Warren Young, who n work as soon as the first proofs arrived Friday and went ahead with but few interrap- tions until all was done.
