The broker nodded. “Well,” continued the tramp, “you just keep the $23 that is coming to me and give me the quarter and I'll make you oute quitclaim. Is it a go?” The broker handed over the 25 cents, ee TO REFORM THE REFORM. Prof. Gregory’s Plan of a Non-Partisan Civil Service, Ex-Civil Service Commissioner John M. Gregory talked for upward of an hour before Nationalist Club, No. 4, at a recent meeting, on what be considers ‘true reform in the civil service.” After reviewing the civil service of France, Germany, Switzerland, England and other countries of Europe, with which long residence and extensive travel have made him somewhat familiar ,he commented upon our own “newly fledged, badiy equipped but nono the less deserving service,” compliment- ing its merits, but saying they do not go far enough. Before attempting to nationalize the railways, telegraphs and other monopolistic in- dustries so ably and justly advocated by a rapidly increasing number of intelligent peo- ple, he said, we must first devise some means of thoroughly organizing the civil service in order that it may wholly be removed from par- tisan politics; otherwise the opponents to such measures would clearly claim danger in an army of office hoiders who could be molded - suit the aims and ambitions of the power. Such non-} centaaiea ars ay summarized might be something as ‘te lows: THE PROVESSOR'S PLAN FOR NON-PARTISAN OB- GANIZATION. The applicant to be between the ages of, say, twenty to thirty. The examination to be such as would test his or her general intelligence and capacity to enter the service. The pay for the tirst year not to exceed #400, but at the end of each year an increase of $100 to be made until the sum of $2,000 is reached, Special provision should be made for expert work re- quiring service of high grade of intelligence or an aptitude for particular and difficult work. As at present constituted, he said, the service rendered is not commensurate with the emolu- ments, In other words, the pay is too great; it is too much of a prize at the beginning, and therefore is hejd ag a reward for party service andthe line of promotion is almost, if not wholly, at the mercy of the spoilers, Four hundred dollars would not be considered a great prize for party zeal, but the young man or woman entering upon such service would feel adopting @ career; brights Lg ary would lie before them that nothi: ut their own incapacity or ne; pus gence would fail to attain; they would themselves a part of the government, while the hours set apart for labor would not inter- fere with any laudable ambition to acquire a profession or win a reputation as a writer or thinker on any great subject to which they might give their mind Objections would be raised, inasmuch that in this way we would be establishing a class—a bureaucracy—but then we have classes, we have physicians, a very good class; lawyers, algo a very good class when not too many of them; prexchers and others to which no very great objections have been made, and why, therefore, object to a class who do the people's work? POSTAL REVORM, This reform, to be offective, must apply to the states and municipalities as well as to the national government, he said, and notably to the post offices throughout the country, which, although federal appointments, their effects mostly concern the municipalities, The pres- ent —— is faulty to adegree, a system that nothing can remedy but complete reorgani- zation on an entirely new basis. too, a letter sent should livered to the person addressed, Buch is thecase now in large communitios—if de- sirable in large communities how much more so in small and isolated settlements where access to the post office is difficult, inconvenient and where delays in euch cases are attended with as much danger, annoyance and possible disaster as would bappen in the larger community, In Switzerland, for in- stance, and this will apply to other countries I might mention, he said, all letters are de- livered to the person addressed, no matter how isolated his dwelling place may be. It is just as iny it to the state that the dweller in the almost inaccessible recesses of the Alps should receive his letter promptly and at as little inconvenience to himself as to the busy city merchant, So it should be io this coun- hoy | were ‘Thon, try, Weare aga le groat admirers of our postal system and Rotat to it with pride. THE RULE OF FOUR HUNDRED. Au Order Which Has Never Been Re- scinded by the Commissioners, ‘There is some question whether the order of the Commissioners made May 14 last, provid- ing for the reduction of the number of liquor licenses to four hundred, is now in force or not. The text of the order in question was as follows: “It appearing to the Commissioners that the number of places pe Seed sale of intoxicating panos by retail in said District of Colum- bia should nof exceed 400 and said nnmber having now being very much exceeded, it is “ ‘Ordered that from and after the 189 day of June, 1890, no license to sell intoxicating liquors by retail will be granted to any person excepting in case of purchase of premises where said business was conducted on said date until the number of said licenses shall be reduced to 400." ‘This order, it is claimed, is still in foree and must be regarded in the work of disposing of the 700 applications for licenses now betore the Commissioners. It was made during the last license year after the Commissioners had granted about 700 licenses, and some have supposed it to apply only to the license year just closed. Commis- sioner Hine, it is said, was its author aud Mr. Douglnss approved it Col.
