One of the results of the late election that attracts general attention is the shifting of numbers from the southern to the northern side of the democratic column. The fact is sig- nificant, even in an off year, that the north is democratic for the first time in thirty years, and is in am actual majority in Congress with- out s southern vote. Temporarily the northern democracy hold the game in their own hands, and they may, if they choose, play it for the time being without regard to anything more than their own sweet will, But the northern democrats have never been accustomed to lead fm the counsels of their party and have been jess so since the war than before. The conditions of politics, especially in the Congress-elect, point to a continuance of that leadership. In the long ran, not counting spurte and tidal waves, the south fornishes the party majority.
