Un- questionably it is a hardship that the people of the District, shut out from voting for Presi- dent, Senator or Representative, should also be Bazearms Towonzow. FIRST FLOOR. The repeal of the ap- portionment law will give the District people, especially the unemployed and growing youth, a fair and equal chance to secure home em- ployment in the government industries from which they are at present excluded, and the development of the city will constantly in- crease the more desirable forms of employ- B ment that are independent of the government 3s x service. In time, with the increase of dis- franchised citizens at the capital, some repre- sentation ia the national government is inevit- able. If the Representatives elected are not their free choice no one but themselves is to blame for it. ‘The recurrence of these appeals of parties to the people is not only a good thing, it is a neces- sary thing, if the institutions of the republic are to be maintained im their strength and purity. The time used in political canvasses is not wholly lost from any point of view, how- ever misleading many of the steps taken by the politicians. It isin the full play of mind on mind that the people have their expansion and their Security. No free country can remain free without political activity. The methods of American politics are sometimes corrupt and in other respects require amendment, but he would be the worst foe of the people who would discourage their participation in the nomination and election of candidates for office and the advocacy of measures presented for their consideration.
