> Z THE FVENING STAR: — WASHINGTON WASHINGTO SEDNEsDAY. a Rosny Se Ni AOVES ne EVENING STAR has the fullest Local he World, and as an Advertising Medium is worth more than all the other papers published in Washington. Those who have the history of great undertakings, either of Giscoveries of new lands or settlements of new mations, have been disillusioned as to the Motives of the heroes of those undertakings. Mon are but men, and the grandeur of some of their aims has its set-off in the sordidness of the prime objects that lie below these aims. The men who founded the United States in the three original settlemonts of Virginia, New York (then New Amsterdam) and New England were actuated in great part by motives of worldly gain, as the chronicles penned by lead- ing settlers, governors and others show. The exploration and colonization of Africa, like the conquest of Spanish America and the conquest of British India, has not been altogether the humane and civilizing enterprise the world is led to believe. The records, when they are fully set forth, will show a state of selfishness, Of personal greed, of national rapacity and of | international hearticssncss and crucity no whit inferior to that displayed by the worst conquerors of the darkest eras in the world's story. The rivals in their accusatory or vindicatory naratives will bring out the truth, These criminations and recriminations are far from pleasant reading. but they aro a part of the history of civilization. $$$ The London critics of Stanley seem to hold that a man should remain silent when attacked. The Barttelots have brought out the late Maj. Barttelot’s letters and memoranda to damage his superior officer, Now, when Stanley, in self-defense, proposes to rebut the alleyation: by showing what ho says he might have shown before he is met with a chorus of criticism for speaking against a dead man’s reputation. Dead men’s reputations should not be more sacred than those of living men in cases where dead men's nonrest relatives are aggressors. Stanley is no saint, but there ought to be no injunction of secrecy on him at present in this Barttelot matter. Tho truth must come out whether it biasts Stanley or Barttelot, $$$ The epidemic nature of crime is a matter of frequent remark. Let a peculiarly atrocious murder, for example, be committed in one | place, immediately imitators spring up all | over the country and, often, all over the civi- lized world. An insane person or a diabolical scoundrel has perpetrated a series of most foul murders and mutilations in a disreputable quarter of London. The same crimes have been committed in many other cities, not only in England but in other and remote countries, The latest imitator isa villain in Helsingfors, the principal town of Finland, who strangles his victims. Happily hehas been found. The original of this class of fiends is yet at large, | which fact shows either that he is the most | cunning of criminals or the police who bunt bum are the most inefficient in existence. a ‘The Rock Creek Park commission is rapidly approaching its decision concerning the lines of the park. Outside of the requirement on the score of health that the park shall include 8 strip on both sides of the creek from the Dis- trict line to the Zoological Park, thus protect- ing the stream from contamination, the choice of boundaries is purely a matter of good judg- ment and good taste in those who make the se- lection. And the public has entire confidence that the commission will do its work well, | Serious disorders continue in Canton Ticino, Swiss confederation. The liberals and conser- vatives are at daggers’ points, and the liberals | deeply resent the interference of the federal troops in the rejoicings over the recent de- | cision of the canton to revise its constitution. | This Italian canton of Ticino is the most; turbulent of the twenty-two composing the | confederacy. It is solidly Italian and not, as | are the others, mostly German or French. The little confederation embraces within its narrow limits considerable race antagonism and a variety of clashing interests, a ‘The facts convince even Mr. Balfour. He went to Ireland expecting perhaps to find a confirmation of his partisan disbelief in the | stories of Irish suffering. He saw enough to | show him that the blight had indeed fallen on! the national vegetable and that the condition of the people wasdeplorable. He relents sufti- ciently to promise relief even ont of his own pocket. It has been fashionable so long in England to mock at stories of Irish suffering that when a tory minister is himself convinced that the tale of woe is o'er true. that the peas- ants are on the verge of starvation sure | enough, it would seem that the party to which he belongs would be silenced and be willing to lend promptly a helping hand = =e When it appe: at the women in the churches want to be delegates to the church assemblies and joint controllers of the public matters generally of this broad land of progress | they are going to be, nothing in the traditions | of the human race to the contrary notwith-! standing. Women are the conservative sex, and to that great fact of nature do we owe the rationality and dignity of the race's advance- ment To the occupants of a runaway vehicle the obvious advice of experience is: Stick to your seat just as long as the seat is not overturned. | More deaths and injuries are caused by the fears of danger to come if one sits still than | from the actual danger itself, which is never as great as the individual in the vehicle imagines. | The victim of a runaway accident is seldom, however, in mental condition to consider what | is best to be done. . + Society possesses & power that no woman can | possibly resist and it is not a matter of great | surprise that Miss Brower of Northumberland, | Pa. drowned herself because she ‘did not get | @ bid toa party.” — 2 Governor Campbell is of the opmion that | outside of the democrats for revenue only, who hail principally from Cincinaati, there will be | no defection from the ranks of the party owing | to the extra session and its resulta, In the | meantime if the governor has doue anything to be sorry for he is giad of it. $$ Governor Hill's signature could no doubt be secured to any bill providing that railroad twains be and are hereby declared to be non- collisive. See, Texas is unfortunately situated on the tariff question, She is so close to Mexico that reci- procity is @ necessity to her, and so far from a Fepablican majority that she will never get| what she wants. $< His majesty, the mayor of Philadelphia, has fmsued an edict to the effect that count of that city’s population shall be made by the municipal authorities, It will probably be done in time to meet the returns of 1900. ———————$§ Mr. Balfour is getting an “ovation” in Ire- laud The attention of Mr. Dillon and Mr. | ™ O'Brien is called to the Balfour boom and they | —- =—__ ‘The appointment of the electric wires com- mission by the President marks another step | in the exceedingly slow but steady progress of the capital toward the burial of overhead wires. od Sitting Bull will be coming east to bring suit for criminal libel against various newspaper editors if they do not cease their defamatory Temarks, seoencliciliesiaais Cincinnati offers herse!f the poor consvlation that her muuicipal morals are no worse than ‘those of New York. ‘When weddings in Paris conclude with shouts of “Long live Lussia, long live France!” the international marriage mey not be far bebiad. ——$—$—<—<——>« 4 French duelist tatally wounded.
