It appears from the reports made by both Political parties that several thousand Mary- landers, residing for apart of the year or temporarily in Washington, are affected by the new registration law. In the counties adjacent to this erty democrats and republicans suffer alike. The democrats claim that in the more Femote counties of the Fifth and Sixth dis- tricts they are the gainers, while Candidate Mudd contends that the law is working asa democratic boomerang. Whatever the political effect of the measure in Maryland may be, it tends to de- Prive the capital of recognition as place in which the American citizen may reside with- out losing his voting residence in the state from which he hails. The resident of the capi- tal, forbidden local franchise, is thus hampered in retaining citizenship in the states, where voting is permitted. The law disfranchises ; several thousand Marylanders, republicans and democrats, and damages the state by discourag- ing suburban settlement from Washington within ite borders, uniess the settler abandons entirely home life in the capital. It is a check to the development py Washingtonians of the partof Maryland adjacent to the city, which is now progressing so actively and with such benefit to the state, and isan invitation to the wave of suburban settlement to spread into Virginia in preference to inhospitable Maryland.- The measure politically is a boom- erang to the extent at least of failing to stop sbort with carrying out the democratic inten- tion of disfranchising some Washington colored men who were in the habit of voting the re- publican ticket in the fifth district, Nobody, except perhaps the Port Tobacce T.nvs, | contends that the law must be construed in de- fiance of ity sweeping provisions merely to dis- | franchise these republican negroes, because | that only was intended by the framers of the law.
