The European governments whose people are interested in having a low tariff in America may be unfriendly to the United States just at the moment of passage of « tariff bill which more or less represses the importation of European wares into this country. But that these governments or the people they, in some fashion, represent are so angry with us as to abstain altogether from exhibiting the products of those nations at the world’s fair at Chicago in 1893 is not probable. Indeed the improbability is quite clear in view of the signally abortive efforts of these governments to boycott the Paris exposition.
