The Indiana law is not,it seems, so sweeping or so exacting in its requirements as ‘that of Maryland. It provides that persons ebsent from the state on business of the state or the United States shall ri their intention of votiag at least before election. The supreme court of Indi. ana basoverthrowa this enactment on the ground that the provision establishes » partial registration, discriminating against persons temporarily absent from the state. According to the terms of the Maryland law the temporary non-resident must make aff- davitof mtention to return and actually re- turn six months before election. It should saffer the same fate as the Indiana law. ———<— Minister Adams thinks that the trade rela- tions of this republic with South America, and especially Brazil, are more disturbed by the lack of speedy transportation than anything else. And the facts seem to bear hit out.
