(css ‘The striking contrasts in the buildings of ‘Washington, displaying palaces and shanties in Close proximity, have often been commented upon by visitors, though more frequently in the past than in the present. The way in which the city developed, and the natural clinging of residents to the home structure, however bumbie, have accounted for these contrasts. But there is no occasion for similar discrepancies in the streets of the city. These are readily changed, improved or repaired. There is uo reason why side by side with the perfection of asphalt surfaces there should be dirt streets full of muddy ruts, wheel-wrenching and bespatter- ing. If these abrupt and violent contrasts in the surface of the streets are due to the fact that too much of the street improvement money is devoted to the extension of the asphalt pavements and too little to mainte- wuace in decent condition of streets which are not to be immediately concreted, then the pro- Portions of these expenditures should be changed.
