For instance, Mr, Clark- son is praised for bis “bold and patriotic utterances against the civil service law.” It has commonly been held that such adjectives as bold and patriotic are not weil applied to utterances against law, und only defensible where the law is obviously tyrannical and so geen by the people in an attitude of consti- tutional resistance to the same. Nothing of the sort appears in the present instance, not- withstanding Mr. Spates’ solomn assurance | farther down in his long address.
