Mr. Heaton wishes to have the rates between Great Britain and Ireland and the United States reduced to 1 penny or 2 cents a half ounce. Senator Quay will heroafter be opposed to the annexation of Kennedy. — A boarding house trust has been organized in Chicago and it is still severalteen fears until the World’s Fair rush will begin. Statesmanship and leadership are not synon- ymous terms. A member of Congress was talking to a Sen- ator this morning about Representative Ken- nedy’s speech against Quay. “By Jove,” said the member, ‘he called Quay Judas Iscariot.” “Yes,” replied the Senator reflectively, “I noticed that, and I was just wondering what Iscariot had over done to Kennedy.” More ministers of the Gospel have been nominated for Congress this season than ever before, but by the time they have been ina little while it will not show on them, A beef steak is a sort of a grub stake. Republican Senators Indignant at Mr. Kennedy’s Onslaught. HE ATTACKED THE SENATE IN GENERAL AS WELL aS MR. QUAY—WILL THAT BODY NOTICE 11?—THE PENNSYLVANIA SENATOR UNDECIDED 48 TO HIS COURSE IN THE MATTER. The republican Senators are very indignant at the attack on the Senate in general and on Mr. Quay in particular made by Mr. Kennedy in the House late yesterday. Whether Sena- tore agree with Mr. Quay or not they cannot tolerate a thing of that sort, and if the House itself does not take action tocure the breach of decorum and purge itself of the responsi- bility for the speech it is likely that the Sen- ate will pass resolution courteously callin; the attention of the House to the matter. Mr. Quay knew nothing of the speech until this morning and when the Senate met had not de- cided upon any course of action. During the morning he conferred with sev- eral of his colleagues in the chamber and there was a difference of opinion as to what would bo the proper thing to do. The attack was upon the Senate as a as well ag upon Mr. Quay, but he was the only Senator called by name and especial and particular denunciation was reserved for the junior Pennsylvania Senator. As long as the charges against Mr. Qna: which have been freely from different sources for some months, were cantined to newspaper articlos, Mr. Quay and his friends felt that he could afford to maintain silence, but now that they have been adopted by a member of his own party inthe House and spread uy the record it isa different mat- ter. and itis thought that Mr. Quay cannot, with credit to himself, longer remain silent. MR. QUAY UNDECIDED YET. A Sraz reporter saw him today after he had been conferring with Mr. Cameron, Mr. Spooner and other Senators, He said that he was thinking about the matter, but had not de- cided just what to do. He did not know whether to rise to s question of personal lege and resent the assault or not. thinking of doing this, but did not w: dignify the assault of Mr, Kennedy. He chest be to think the matter over further before acting. Later he was still talking the matter over with some of his colleagues—or probably. more correctly stated, they were talking it over with him, Many Senaiors took occasion to extend to him their denunciation of the assault, AS TO THE COURSE OF THE SENATE. It would be a proper thing for the Senate to send a protest to the House, and this will be done it it is decided that the matter should be noticed at all on the floor of the Senate. Some of the republicans of the Mouse are engaged this morning in explainiug why they permitted Mr. Kenuedy to make his speech in violation of the rules. The general excuse te that there were but few membes present and all those absent would have protested had they been there. ‘Those present, however, were not actuated by any such impulse, and @ very general opin- ion is that Mr. Kennedy's speech was not poe ———- tomany of his colleagues, who are itterly disappointed at tho failure of the elec- tions bill. any of them discovered after he took the position he did on this question that the charges against him, which they had be- fore thought unworthy of notice, were pretty serious, THE AMATEUR ATHLETIC UNION. There Will be a Big Attendance at the Meet Here Next Month, It now looks as though the fall meet of the Amateur Athletic Union to be held on Analos- ton Island October 11 will be one of the largest events that has ever occurred in athletic circles, Secretary Howard Perry, who has just returned from New York, said this morn- ing that there is the greatest enthusiasm prevalent among the athletes of the metropolis, who are in earnest training for the sports, ‘TWO THOUSAND ATHLETES COMIXG. The New York and the Manhattan Athletic clubs intend to come to the meet in special train with abont 300 members each. There will probably be 500 more from the minor ath- letic clubs in the vicinity of New York, such as the New Jerseys and Staten Islanda Phil- adelphia Promisos be between 300 and 500; Wilmington, 50; Baltimore, 150; Boston, 50; a 25, and Bt. Lonis, 10, Allogether, Mr. estimates, thure will be between 1,500 Tea 5000 athletes present, besides numbers of other visitors not members of the clubs. THE CONTEST FOR THE BAILEY PRIZE has virtually narrowed down to the New Yorks and the Manhattans, and so close is it that one event may decide it, This is awarded to the club obtaining the highest number of points in chasapionchis ovenia aot and the contest bh will close with the meet. whncoerteame Pte bgt astoun: a o coun! is record-bres 4 wit THEY WANT MR. LEMON, SAYS ME WANTS COOPER TO TESTIVY TO WHAT EE KNOWS, The special House committee investigating tho charges against Pension Commissioner Raum met promptly at 10 o'clock this morning and sat for half an hour awaiting the presence of Mr. Cooper. Mr. Lewis, the only demooratie | member of the committee in attendance, said that Mr. Cooper would not be present, and as Mr. Goodnight, his colleague, was not in Wash- ington he was in an embarrassing position and would like the committee to adjourn until Mr. Goodnight returned. ‘The committee showed some impatience at the failure of Mr. Coo) after some discussion Judge Wilson, speaking for his client, Mr. Lemon, said that he did not eare to proceed in Mr, Cooper's absence. Mr. Cooper, he said, had been industriously cireu- lating charges agi t his client in the news- papers, while refusing to attempt to sustain them before the committee. Now he wanted the committee to subpena Mr. Cooper so that he could be put on the stand to tell what he knew. ‘I'he committee wanted him present and he (Wilson) wanted him as a witness, and that wus the way to got him here. Mr. Cooper had no right to traduce a reputable business man, occupying the relations he did to the committee, and to stay away from com- mittee sessions and allow those things to be circulated all over the world. Finally an order was made for a subpens for Mr. Cooper and also requesting him to be — with his witnesses = evidence next ionday, to which day the committee ad- journed, A GREAT LUTHERAN GATHERING. Fifteen Thousand People Attend the Reunion at Pen Mar. ‘The gathoring that attended the fifth annual reumion of the Lutherans of Maryland, Penn- sylvania, Virginia, West Virginia, and the Dis- trict at Pen Mar yesterday was remarkable for its great size as well as for the interest in the Proceedings, It is estimated that there were 15,000 people present. The Baltimore Sun to- day says the visitors were from points as far down the valley of Virginia as Roanoke, anda train from Martinsburg and Winchester took 5C0 excursionists to the mountain resort. Over three thousand persons were from Harrisburg, Carlisle, Shippensburg, Chambersburg, Waynesboro’, Hagerstown’ and Williamsport, Littlestown had 500, Frederick an equal number, Baltumore 700, sheet ton 600, Hanover and Gettysburg . ‘The Western Maryland transported on 100 to the — from stations north of Westminster. ‘0 move this mass of humanity required great care and coolness on the part of the officials of the road. The arrangements, which were excellent, were se the hands of Trainmas- ter J. C. Hiltabidle, A W. P. Gear: did the train running. In addition to those who went by railroad three thousand persons rode in different sorts of conveyances, Thoy commenced to arrive on the grounds at day- break, and there was a steady procession on the mi road to Pen Mar up the mountain until 9 o'clock in the morning. From morning until evening the sky was clear, and the sun shone brightly through the locusts, chestnuts and pines on the sides and top of the mountain, Each of the excursionists found an opportunity to indulge in his or her way of spending a pleasantafternoon. Most of 'them listened to iring music and speeches from ministers wall kaena in the denomination, who occupied 2 stand im an attractin ypot near the dane- ing pavilion. The Rev. Mr. Bushnell, in the course of his address, said: We can muster in a solid American pha- lanx, notwithstanding our geographical and linguistic barriers, about five million men, women and children in recognized adherenve to the faith of our fathers. The united synod in the soutn has an undeveloped ficld, covering a stretch of 1,500 miles in the fairest land w which the sun ever shonc. Cities are building up like magic along all the railroads and new linea are projected in the mineral belt. An industrial revival has spread from Maryland to Mexico, and the new blood is well tempered by that which is so fairly represented at Pem ar now. An unusual number of new churches were dedicated in the southwest last year. The appointments were in- creased five-fold to meet the new growth. The English, German and Scandinavian Lutherans in’ America are doing as grand a work in proportion to numerical and financial strength as any Protestans organization of the country. ‘The Gospel is preached in fourteen tongues. More than one churck and fally 200 new members have been gained for every day of the year. With nearly 2,000 parochial schools, 100 church academies, colleges. female seminaries and theological institutions, with 57 orphan homes, hospitals. immigrant homes aud deaconess institutes, over 5,000 pastors and teachers are doing a magniticent work for the public advancement, aud we bave made a bold claim for grateful recognition. ‘The polyglot and international life of the Lutheran population in America makes it an important factor in the study and solution of vexed social questions, the moral and spiritual power of one million communicants within the evangelical work of the American churches, Our thrifty and virtuous German and Scandi- navian people, who are loyal citizens, have grasped the jeweled crown of northern Europe to enrich and honor the social and commercial wer of our western republic. Such people [ete an abiding place, thrift, the virtues and pety of a mvdel kingdom.’ ‘The Germans, Norwegians, Swedes and Danes possess the ele- ments of a superior Christian civilization.” OTHER ADDRESSES, The Rev. H. H. Weber, secretary of the church board of extension, made an address on the work he is especially interested in, He said: “It is our intention to form a Chautauqua hero at Pen Mar, to put up tents, houses, a hotel, so people can stay here for ten or twenty days or even a month and engage in the dis- cussion of subjects that are of vital interest to our church.” Addresses were made by Rev. A. 8, Hartman of the Foreign Missionary Bociety, Kev. Dr. School, secretary of the society; Rev. Dr. G. W. Enders of York, Pa, and Kev. Dr. John G. Morris, who is eighty-veven years old. There were sixty-five ministers on the plat- form, The number included Rev. Dr, 8, Domer and Rev. W. H. Gottwald of this city. The committe that superintended the arrangements were the Rev. W. C. A portion of the statistics collected by Mr. Fred H. Wines, the special agent of the Census aoe in charge of the department of crime, rism and benevolence, have been tabu- by the office. He states that the popula- ro on January 1 last of 109 prisons are sented by the tables. Of this number 40 show an increase of about 25 per cent in the number of inmates as com} with the census re- turn of June 1, 1880, from the same institution, Of the 2,801 jails from which reports were re- ceived the number of their inmates in the ag- gregate shows an increase of 100 per cent over the census returns of 1880. Mr. Wines ob- serves that in making this comparison it should be borne in mind that the winter population of jails as a rule is much than the summer population, and that, therefore, the census ro- port of June 1, 1890, is likely to show a consid- erable decrease in this percentage. ports have also been received from 2,268 alms houses, showing an aggregate of 77,685 inmates as against 66,203 iu the same institutions in 1880.
