The fact that New York is compelled to look to distant California this season for the bulk of her fruit supply has awakened inquiry to an unusual extent concerning Celifornia fruit ranches. Pears and peaches have made up the greater part of the California shipments to date. Aman familiar with the fruit growing of the Pacific slope vesterday said: “It is worth the while of any tourist to C fornia to take arun up the Sacramento river. And here let me suggest that while California has its mining romances the daring and successful marketing of green fruits—car- ried over snow-clad mountain ranges and ex- tensive deserts over 3,000 miles, in fact—that the palates of New Yorkers may be tickled, is something out of the common. “These orchards are as carefully cultivated as a flower garden in the east. There is nota weed an inch long or a blade of growing grass between their uniform and well-trimmed rows. They have as a basis a rich ‘bottom lands’ soil and the glorious climate of California. They are scattered all along the river on both sides. The fruit boats which vistt them are stern wheelers, which plough up the water like an old-fashioned churn, And here come in the picturesque features of the trip. ‘There are no wharves—nothing but bank landings. — Each boat makes trips of two sorts. The first is made largely after dark. The boat is filled with empty baskets, which must be de- livered fromthe city back to. the owners at their ranches to be refilled. This is on the up trip from the city. ‘The pilots steer up ‘in the blackest night with unfailing accuracy to the slight breaks in the cottonwood barriers— noue over a few feet wide—to the bank land- ings. The orator used a large map to explain the different situations of the expedition. —— a | TO BE A DISBURSING OFFICER, A Substitute for the Bill Defining the Duties of the Sergeant-at-Arms, The select committee appointed to investi- Bate the accounts of the sergeant-at-arms of “he House, to whom was referred the bill in- troduced inthe House by Mr. Payne of New York defining the duties of the sergeant-at- arms, ordered a favorable report on a substi- tute for that bill yesterday. Accompanying the bill is a report made by Mr. Payne, setting forth the views of the committes on the sub- ject. The necessity for some legislation in reference to the office of the sergeant-at-arms, the report says, is conceded on all aides. The status of this officer, his duties and responsi- bility, rest partly on the statutes, partly on the rules of the House, which lose their force on the expiration of each ry apd and partly on established customs. This bill attempts to rec- tify these defects and togive legislative expres- sion to these rules and usages, so far ax the committee deem it wise to Porpotuats them. Sections 1 and 2of this bill enact into law the present rules of the House and remove any doubt concerning the status of the sergennt-at-arms, after the expiration of the term of Congress by which he is elected and during the intermission before his succesor is elected and qualified. Section 3 changes the existing status and enables the sergeant-at- arms to make requisitions directly upon the ‘Treasury for the pay and mileage of members and constitutes bim in explicit terms a dis- bursing officer of the government, limiting his compensation to his present salary. Under the present system members are required to written receipts in advance of the actual ment of their salaries by the Treasury, This custom is an ancient one, at variance with any sound business principle. This vill remedics all this, It authorizes and requires pay- ment to the sergeant-at-arms upon his re- quisition. It is only when the payment is actually made to the members that any receipt - be required. The bill provides for a bond of $50,000, to be approved by the first con- trolicr, and not, as under the old custom, by the Speaker of the House. ‘The term of his office is extended to the time when his successor shall have qualified, He is required by this bill, at the commencement of each session, to report in detail to the House his accounts. George Wells, a young colored man, is the owner of a large broad-biaded razor, and in an altercation with Randolph Harris on Meridien Hill Saturday evening he drew the razor and made two cuts at Harris, but did not succeed in slicing him. Jones, filed a bill in equity against C. W. Bland, Jane T. Bland et al., to cancel deeds for a sale, &c. The bill sets out the ownership of part lot 4, square 902, Wm. H. Bland, at the fume of his death, June 2, 1889, left a will bequeathing all his estate to the three first- named complainants, to which defendant, C. W. Bland, filed a caveat, which was tried am: tho wiil being sustained, was admitted to probate in March last. They state that July 30, 1887, W.H. Bland conveyed to G. W. McKee and H. H. Bergmann the property named to secure « loan of #700 and the note given did not mature till two years after the death of W H. Bland.
